Chief of Party - Panama Youth Crime Prevention

 

Partners of the Americas is seeking to recruit a Chief of Party for an anticipated USAID- funded prevention program for at risk youth in Panama for a minimum of three years with a two year option. This position is based in Panama City, Panama. The project is expected to benefit youth at social and economic risk in areas of high violence in Panama. The Chief of Party will be responsible for the overall technical, programmatic, administrative and financial leadership of the project to ensure that program goals are met, that there is an integrated vision among different components and actors, and that communications are effectively managed between the project, government organizations, the private sector and USAID. The Chief of Party will be expected to identify possible risks and solutions to program implementation.

 

Qualifications:

 

  • Substantial experience managing or implementing USAID funded programs or other donor funded programs
  • Advanced degree in international development, economics, sports for development, community development or related field.
  • At least 10 or more years field experience in international development, including experience as chief of party or senior management position.
  • At least 5 years of regional experience in Central or South America.
  • Expertise in youth employment and gang prevention.
  • Expertise in developing training curriculum, competency based training, understanding of Latin American youth needs and context.
  • Fluency in Spanish and proficiency in English.
  • Ability to travel.

 

Responsibilities:

 

  • Design and manage overall program implementation plan.
  • Oversee program budget.
  • Be responsible for progress of the program against goals and objectives set out in the implementation plan.
  • Ensure that the program develops and implements a comprehensive monitoring and evaluation system.
  • Oversee and guide the development of training curricula for youth employment, technical skills and practical applications.
  • Research and investigate innovative and best practice methods for youth development, transfer of employability skills and the use of sports as a tool for development.
  • Establish relationships with local NGO's and with the private sector.
  • Hire and manage local staff.
  • Serve as POA representative to USAID.
