Project/Proposal Summary: 

The Sudan HIV/AIDS Program (SHAP), a five year program, aims to improve access to quality HIV prevention and care services in geographic hot spots through interventions aimed at promoting positive behavior change among most at-risk populations (MARPs) for HIV/AIDS infection.

 

Position Summary:

USAID/South Sudan is requesting the support of one Senior Advisor to conduct a situation assessment, program assessment and provide on-going programmatic support to facilitate implementation of assessment findings. The Senior Advisor will take the leadin the assessment, leading interviews, framing the analysis, facilitating group discussion and consensus, preparing for the debriefing, and producing draft and final assessment reports in collaboration with USAID/South Sudan and USAID/Washington HIV/AIDS team members.

 

The period of performance for this position will be from February – May 2012.

 

Responsibilities:

The purpose of this assignment is threefold:

 

1)     To conduct a situation assessment of the HIV/AIDS epidemic and response in South Sudan that will assist USAID/South Sudan to determine priorities for HIV/AIDS programming, given current epidemiological and funding realities.

 

2)     To conduct a program assessment of the SHAP project to ascertain whether or not the project’s goals and activities are appropriate given the current context of the AIDS epidemic, current best practices in comprehensive prevention, and the HIV response in South Sudan; providing recommendations for any necessary adjustments for the remaining period of the project as well as informing the design of other possible HIV/AIDS activities. 

 

3)     To provide post-assessment support to strengthen USAID/South Sudan’s program oversight capabilities, ensuring that recommendations made in the assessments are appropriately implemented through program descriptions/scopes of work and work plans and monitored in progress reports.

 

Qualifications:

 

  1. Strong skills in assessment and analysis of USAID projects (preferably 5 years or more)
  2. Experience in the design, management, or implementation of public health projects in sub-Saharan Africa (preferably 5 year or more)
  3. Experience designing and implementing PEPFAR programs, particularly in the area of HIV/AIDS prevention
  4. Strong research and writing skills
  5. Extensive experience working in East Africa and in Sudan and/or similar post conflict environments
  6. Facilitation experience, experience leading participatory evaluations, or at least evaluations where evaluation teams include critical stakeholders as active participants
  7. Experience arranging meetings, setting up travel schedules for field visits, reporting on meeting outcomes, and generally managing the logistics of the evaluation (although significant logistical assistance will be provided by the SUPPORT team in Juba)
