Title: TB/HIV Program Specialist Services — Hanoi, Vietnam   

Anticipated Period of Performance: 3/26/2012 – 3/25/2013

The Program Specialist will, in collaboration with Care and Treatment staff, define and initiate transition plan for Tuberculosis / Human Immune-deficiency Virus (TB/HIV) direct service delivery to be integrated into routine national systems, with defined standards of care. The Program Specialist will also, in collaboration with the National Tuberculosis Program (NTP), the organization’s mission in Vietnam, Thailand, and the Principal Investigators (PIs), support the implementation of the research study, “Evaluation of an Enhanced TB Infection Control Intervention in Healthcare Facilities in Thailand and Vietnam: The ENTIC Study”.

Duties and Responsibilities:

  • Define and document Global Fund and other major partner level of support and transition plans, and recommend how PEPFAR support can facilitate a single approach by the Government of Vietnam that receives funding from different partners.
  • Revise targets to indicators based on service delivery standards (e.g., all TB patients should be offered an HIV test) with proportions meeting the standard, rather than numbers receiving the service (rates vs. numerator data).
  • Clarify with the Vietnam Administration of HIV/AIDS Control (VAAC) and NTP exactly which service elements fall under each program, and develop a transition plan to direct funding accordingly.
  • Participate in bi-weekly conference calls with the PIs regarding study progress.
  • Assist Thailand-based PI with communications and clarifications with NTP regarding protocol issues, including local ethical review of the protocol.
  • In collaboration with PI team, assist NTP with
    • Site selection process.
    • Training of project staff.
    • Adaptation of SOP’s (drafted in Thailand) to Vietnam setting.
    • Work plan and Gantt chart development.
    • Preparation and conduct of baseline training, facility assessments (main support is Thailand team), and baseline latent TB infection status assessments of staff.

Key Qualifications:

  • Medical Doctor Degree or equivalent.
  • At least three years of working in TB control in a high-burden country.
  • At least two years experience in clinical research.
  • International experience is preferred.
