We are seeking a D.C. based Technical Director for Disaster Risk Reduction and Response to develop disaster risk reduction strategies in ACDI/VOCA’s areas of operation and lead the organization’s response efforts in the event of a complex emergency or natural disaster in an area where we have operational programs. Responsibilities include leading the design of and overseeing community based disaster risk reduction strategies for ongoing and future programs, including supporting the transition from emergency assistance to development programming and vice versa. Additionally, in the event of an emergency in an area of ACDI/VOCA’s current programming, the Technical Director will serve as an essential headquarters contact with the field during disaster response and deploy to the field to support response efforts as required. A master’s degree in a relevant field and at least 7 years of pertinent professional experience in disaster risk reduction and/or response, particularly related to developing countries is required. Candidates must also possess experience leading complex emergency /disaster response programs and have a strong working knowledge of Sphere standards. Experience developing and managing single year assistance programs (SYAP) and OFDA programs, developing district and community based early warning systems and disaster contingency and response plans, designing and implementing food for work programs, and analyzing markets and supply chains during emergencies desired. Knowledge of the Humanitarian Reform Process, in particular the UN Cluster System, the Consolidated Appeals Process and the Central Emergency Response Fund highly desired. Strong oral, written, analytical, technical and organizational skills; a working knowledge in MS Excel, Word and internet as a research tool as well as knowledge of USAID and other donor programs is required. Fluency in another language, especially Spanish or French, is preferred.
