Program Manager and Trade Specialist, APEC Technical Assistance and Training Facility (based in Singapore)

 

Nathan Associates Inc., an economic development consulting firm, seeks a Program Manager and Trade Specialist to support its APEC Technical Assistance and Training Facility (TATF) based in Singapore. APEC TATF is primarily funded by the U.S. Department of State, with additional funding and management oversight provided by USAID. Housed in the APEC Secretariat in Singapore, APEC TATF delivers assistance in a variety of forms, ranging from policy studies and assessments to capacity building, training, and expert advice on regional integration, trade liberalization, and institutional management. Launched in 2008, APEC TATF activities have included, inter alia, cross-border services trade, business enabling environment, standards harmonization, trade facilitation, food security and safety, green growth, and disaster management and preparedness. This position is a one-year opening, to begin in April 2012.

 

Candidates must have technical expertise and proven experience in working with and managing international development projects. S/he will have experience working with or in the Asia Pacific region in at least one of the following areas: business enabling environment, economic policy reform, trade and investment, and capacity building. Ideally, candidates will have experience working with USAID and/or other donor agencies, either as direct hire staff, or on donor-funded projects. Applicants must be self-directed and demonstrate an aptitude to work in a team environment, both as a leader and team player, as well as possess excellent project management skills.

 

Key Responsibilities

 

  • As directed by the Chief of Party and/or Deputy Chief of Party, assist in providing management oversight for the APEC TATF contract and project activities.
  • Coordinate trainings and workshops related to project activities from start-to-finish, including administrative aspects of organization.
  • Assist in developing and managing designated technical activities aimed at the Secretariat and at APECs programmatic work with support of a deputy activity manager.
  • Manage short-term consultancies, as appropriate, to ensure deliverables are of high quality and deadlines are met. This may include reviewing and/or contributing to technical drafting when necessary.
  • Design and draft APEC project concept notes and full APEC project proposals.
  • Contribute to weekly, monthly, semi-annual, and annual progress reports.

 

QUALIFICATIONS

 

  • Advanced degree in relevant field including economics, international affairs, or business.
  • Five to eight years of technical and project management work experience in an international context, with a focus on economic issues that could include business enabling environment, microfinance, trade and investment liberalization, business advisory services, and/or economic policy reform.
  • Ability to constructively manage activities related to education, disaster management, etc.
    • Work experience within the Asia-Pacific region.
    • Familiarity with budgeting, financial analysis, and good knowledge of Microsoft Excel
    • Strong analytical and communication capabilities
    • Excellent writing skills, which will be assessed during the hiring process
    • Experience working with donor projects (i.e., USAID) strongly preferred.
    • Proficiency in at least one other language used in one or more APEC member economies is desired
    • Must be a citizen of an APEC member economy

 

Must be able to reside in Singapore from April 2012 - April 2013.
