How to advance sustainable development

Identify, develop, implement, administer, and evaluate loans, Technical Assistance (TA) projects, and non-lending products and services (NLPS) in the transport and communication sector to contribute to ADB’s goal of reducing poverty. Contribute to the development/updating of sector policy and strategies of South Asia developing member countries (DMCs), engage DMCs in policy dialogue related to sector reforms, and conduct ADB’s activities to support sector policy and reforms. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.
a. Strategy and Planning
- Support the development of policy and strategies for the sector in DMCs in consultation with relevant government agencies, other stakeholders, and Resident Missions (RMs).
- Conduct policy dialogue with DMCs in advancing policy and institutional reforms in the sector, especially in the area of port development, management/maintenance/ sustainability.
- Participate in and contributing to country programming activities and ensure that operational strategies are adequately reflected in the resultant country programming documents.
- Conduct sector analyses in the context of sustainable transport development, including maritime and inland waterways transport.
- Collaborate with other development partners in the sector for consistency and harmonization of approach, exchange of experience, partnership and cofinancing where appropriate.
b. Project Works
- Identify opportunities for ADB assistance projects in the transport sector in DMCs.
- Develop and process loan and TA projects, ensuring key technical, economical, financial, environmental, social, and other sector issues are incorporated in project designs.
- Assist executing agencies in ensuring project implementation readiness.
- Supervise and administer implementation of loans and TAs, ensuring compliance with project documents and ADB’s policies and guidelines, and providing advice to executing agencies on project management and administration.
- Evaluate impacts of loan and TA projects after completion from the institutional performance point of view and draw lessons for future projects.
c. Knowledge Sharing
- Participate in and contribute to internal and external events on the transport sector, especially port subsector and other activities for advocacy, dissemination and knowledge building.
d. Staff Supervision
- Take the role of mission leader and supervise the work of mission members.
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
Master’s Degree, or equivalent in Transport/Civil Engineering, Transport Economics or other relevant fields. University degree in Transport/Civil Engineering, Transport Economics or other relevant fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
