Project title:     External Final evaluation of the Small Towns Water and Sanitation Project Western and Central Regions, Ghana
Position:     Water Engineer

Assignment duration:    23 working days
Deadline:     21/02/2012
Objective of the project:    The global objective seeks to comply with the Financing Agreement which foresees a final evaluation at the end of the project.
The global objective of this final evaluation is to assess the attainment of the project objectives against  the project log-frame, impact trends, and sustainability.
Specific objectives
•    Assess the relevance of the project and its strategy in the context of the institutional and operational environment;
•    Assess the efficiency, effectiveness, impacts and sustainability of the results achieved in line with the indicators of the project log-frame;
•    Formulate lessons learned and best practices able to serve the future EUD portfolio in Water and Sanitation or any other actions implemented in the sector.
Qualifications required:     S/He will assist the team leader in the different aspects of the evaluation, but will be responsible for more closely assess the hydrogeology and drilling activities, as well as the sanitation component.
Qualifications and skills
•    Expert in the domain of water and sanitation, at least Engineer in water, hydro geology or similar fields;
•    Or able to demonstrate a minimum of 5 years of professional experience in the fields of urban or rural water supply systems or hydrology in projects implemented in ACP countries.
•    Excellent written and oral skills in English
General Professional Experiences Required
•    At  least 3 years of experience in water and sanitation.
Specific Professional Experiences Required
•    proven experience in planning, implementation, follow-up, monitoring and evaluation of water and sanitation projects in ACP countries
•    Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint in addition to ability to computerize database.
