Description: Rehabilitation of the Palm Garden in Paramaribo
Deadline for Submission of Sealed Tenders: Friday 3 April 2009
United Nations Educational, Science and Cultural Organization (UNESCO) hereby invites qualified companies to submit sealed tenders as follows:
(a) The Rehabilitation Project for the Palm Garden in Paramaribo is funded by the Flemish Government and is located in the core zone of the World Heritage property of The Historic Inner City of Paramaribo, which was registered on the World Heritage List of UNESCO in 2002. The size of the garden is ±4 hectares and contains more than 1,100 South American Royal Palms (Roystonea oleracea). Ever since the planting of the South American Royal Palms at the end of the nineteenth century, no large-scale, planned and systematic replacement has taken place and with an average age of 100 years the palms are starting to die off. Approximately 100 young South American Royal Palms need to be planted as replacement. The Rehabilitation Project involves a major maintenance and replacement scheme to restore the Palm Garden to its old glory.
The profile of the consultant(s) should include proven expertise in tropical botany and garden maintenance, in-country experience with execution of previous rehabilitation works, a profound understanding of the cultural-historic and social significance of the Palm Garden, which is a listed monument, and essential knowledge related to the World Heritage-status of Paramaribo, as well as proficiency in Dutch, the official language in Suriname.
The duration of the Rehabilitation Project is 9 months, with the final delivery expected by 20 December 2009. Deliverables: a technically restored and functionally rehabilitated Palm Garden, with Palm Garden staff trained on-site in the essentials of garden maintenance.
(b) Goods to be purchased (with approximate quantities): 600m fence, 150cm height / coated poles 220cm, distance 250m / coated horizontal top tube / attached coated wire. Four pivoting gates, length 300cm, height 150cm (at Grote Combéweg and Kleine Combéweg), as well as one pivoting gate at the Kleine Waterstraat, length 100cm, height 153cm.
(c) Works to be carried out (with approximate quantifications) involve the production of a survey map of the Palm Garden (a map with existing and newly planted South American Royal Palms needed for later Garden management), the overall restoration of the historic sluice (its brick construction and waterworks), a general clean-up of remaining healthy vegetation in the Garden, with removal of dead or parasitical vegetation, installing a nursery of young Palms (ca. 100), placement of new grass taluds (app. 4000 m2), as well as fences around the Garden (600 m). During the execution of the Rehabilitation Project on-site training in garden maintenance needs to be provided for Palm Garden staff. There’s no redesign work involved, nor any infrastructure-related works.
The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.
Interested companies who wish to participate in the OIC must request for a complete set of Solicitation Documents, available free of charge, from UNESCO’s contact person at the address shown below.
The sealed tenders must be delivered to the UNESCO Headquarters, 7 place de Fontenoy, 75352 Paris 07 SP, France on or before 3/04/2009 at 18:00 hours, in strict compliance with the instructions as stipulated in the Solicitation Documents.
UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
