II.1.5) Short Description of the contract or purchase(s) The Department For International Development
(DFID) is seeking to appoint a service provider to design, establish, manage & develop a pilot Business
Innovation Facility (BIF). The main objectives of the BIF are (i) to provide support and advice to international
and national businesses wishing to develop innovative business models and partnerships in developing
countries that deliver positive outcomes for the poor; (ii) broker partnerships and relationships between
business, government, NGOs and other stakeholders to enhance growth and wealth creation and reduce
poverty; (iii) establish a knowledge hub to draw together business and development related research and
provide cutting edge thinking. The project will have a 6 month inception phase and will then run for 3 years.
There is the possibilty of roll-out of the project for up to 5 years, after the pilot phase. The budget for the initial
3.5 years is approx GBP 2.93m. Project management consultancy services.

including quality and experience of proposed core team; (iii) Proven track record and experience of forging and facilitating strong relationships with and between a wide range of stakeholders particularly business, other
donor organisations, governments and NGOs; (iv) Proven track record and experience of working with DFID or
other donor organisations.

are also available on this website. The EOI will include a capability statement of no more than FOUR A4
pages detailing evidence of the skills and experience as outlined in the application form and terms of
reference. Abridged CVs of no more than 2 pages for key team members can also be included in addition to
the capability statement. No brochures or other promotional material should be sent. DFID procurement policy
stipulates that consultants involved in any capacity in the design of a project cannot compete for the
implementation phase. Design includes feasibility studies, drawing up terms of reference for the
implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of
the EOIs DFID will invite short-listed applicants to submit full technical and commercial tenders. DFID will not
reply to any EOIs unless short-listed for invitation to tender. Suppliers should check the DFID website for
details of short-listed suppliers. From April 1 all UK development assistance has been fully untied, which
allows for suppliers from anywhere in the world to apply for DFID contracts.
