INVITATION FOR TENDERS

MONTENEGRO REGIONAL WATER SUPPLY PROJECT

REHABILITATION OF PUMP STATION "BUDVA"

This Invitation for Tenders follows the updated General Procurement Notice for this project, which was published on the official site of the European Bank for Reconstruction and Development (EBRD) under Ref. 5772-GPN-R1-36875 on August 12th 2009.

The Public Enterprise "Regionalni vodovod Crnogorsko primorje", hereinafter referred to as "the Employer" has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Montenegro Regional Water Supply Project.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

- Contract No. MRWSP-PSB-004: Reconstruction of Pump Station "Budva". The Pump Station is located in the town of Budva, Montenegro. Reconstruction foresees civil and workmanship works on renovation of the facility, disassembling of the existing electro-mechanical equipment, revitalization of pump's engines and reparation of other equipment, procurement and installation of pumps and other equipment, testing and setting up for operation. Duration of the contract is eight (8) months.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following, but not limited to, minimum criteria:

a) Experience as prime contractor in at least three (3) contracts within the last five (5) years, each with a value of at least 1 million Euro (1.000.000,00 €), that have been successfully and substantially completed and that are similar to the proposed works.
b) Minimum average annual turnover of 2 million Euro (2.000.000,00 €), calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
c) The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: 2 hundred thousand Euro (200.000 €),

Pre-tender meeting will take place at the premises of PE "Regionalni vodovod Crnogorsko primorje" Trg Sunca bb, 85310 Budva, Montenegro on September 11th, 2009 at 11.00 AM. Following the meeting, for the interested Tenderers, a site visit will be organized in order to provide the Tenderer to examine the site of works and its surroundings.

All tenders must be accompanied by a Tender Security of 10,000.00 EUR or its equivalent in a convertible currency, and must be delivered to the address below on or before October 1st, 2009 at 12.00 hours (local time), at which time they will be opened in the presence of the tenderers' representatives who wish to attend.
