The Millennium Challenge Corporation, on behalf of the United States Government, The Ministry of Planning and Development (MPD) on behalf of the Government of Mozambique have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mozambique (the “Compact”) in the amount of approximately of USD 507 million (MCC Funding). The Government, acting through Millennium Challenge Account Mozambique (“MCA Mozambique”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which the Request for Proposals is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. 2. The objective of the proposed program is to reduce poverty through economic growth in four provinces of Mozambique (Niassa, Cabo Delgado, Nampula, and Zambézia) by focusing on certain investments in physical assets, policy reform, capacity building and institutional strengthening. The program contains four projects including the Water Supply and Sanitation Project (WSSP), the Roads Project, the Land Tenure Services Project, and the Farmer Income Support Project. Implementing entities for the various projects will include government ministries and agencies, NGOs, private companies, or other entities. 3. This Invitation for Proposals follows the General Procurement Notice that appeared in dgMarket on January 22th, 2010; Jornal O PAÍS on January 26 4. The MCA-MOZAMBIQUE now invites proposals to provide the consultancy services referenced above (“Proposals”) for MCA Technical Assistance Engineering Services expected to be implemented in a period of 35 months.. 5. The MCA-Mozambique is tendering for consultancy service consisting of a Base and Option Contract, which will be a single lump sum contract. 6. The objective of this assignment is to provide assistance to the MCA and IEs in analyzing and providing comments, according to the scopes of the Terms of References, the methodology and approach of the 8 consultant contracts for performing Detailed Design and Supervision of Works, for: • upgrading and rehabilitation of 491km of roads, • upgrading and expansion of 8 water supply systems, • upgrading and expansion 6 sanitation and drainage systems, • rehabilitation of the Nacala Dam, and • construction or rehabilitation of 600 rural water point. 7. The services include participating in evaluation panels for the selection of construction contractors to implement the works being designed. “Pursuant to ITC 1.8.1 of this RFP, Consultants, including their associates and subconsultants, that are implementing activities under the MCA Mozambique Compact are precluded from participating in this procurement. Bellow are listed the name of the assignments that are being implemented. Feasibility and Environmental and Social Impact Assessment Studies, Detailed Design and Supervision of Works for the following Projects: 1) Three Cities Water Supply (Pemba, Nampula and Quelimane Cities), 2) Three Cities Sanitation (Pemba, Nampula and Quelimane Cities), 3) Five Cities Water and Sanitation (Mocuba, Gurúè, Nacala, Monapo and Montepuez), 4) Nacala Dam Rehabilitation, 5) Rural Water Point Installation Project (250 in Cabo Delgado and 350 in Nampula Provinces). In Nampula Province, the project activities are to be implemented in the Districts of Nampula, Murrupula, Mogovolas, Moma, Angoche, Mogincual and Meconta. For Cabo Delgado the selected Districts are Nangade, Palma, Mocímboa da Praia, Pemba Metuge and Mecúfi. 6) Chimuara to Nicoadala (Zambezia Province) with 167 km, 7) Rio Ligonha to Nampula (Nampula Province) with 102 km, 8) Namialo to Rio Lurio (Nampula Province) with 148 km, and 9) Rio Lurio to Metoro (Cabo Delgado Province) with 74 km The Scope of Services for this consultancy is described in detail in Section 6 - Terms of Reference. 8. The Request for Proposal (“RFP”) is open to all eligible entities or persons (“Consultants”) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP. 9. Consultant will be selected under the QCBS method, the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov . 10. The RFP Document includes the following Sections: Section 1. Instructions to Consultants This section provides information to help potential Consultants to prepare their Proposals; it also provides information on the submission, opening, and evaluation of Proposals and on the award of the proposed contract. Section 2. Proposal Data Sheet This section includes provisions that are specific to this procurement and that supplement Section 1, Instructions to Consultants. Section 3. Qualification and Evaluation Criteria This section specifies the qualifications required of the Consultant and the criteria to be used to evaluate the Proposal. Section 4A. Technical Proposal Forms This section provides the Technical Proposal Forms which are to be completed by a potential Consultant and submitted in a separate envelope as part of a potential Consultant’s total Proposal. Section 4B. Financial Proposal Forms This section provides the Financial Proposal Forms which are to be completed by a potential Consultant and submitted in a separate envelope as part of a potential Consultant’s total Proposal.
