Georgia has received a Credit and a Grant from the International Development Association (IDA), Avian and Human Influenza (AHI) Facility Grant and a Japanese Grant towards the cost of the Avian Influenza Control and Human Pandemic Preparedness and Response Project (Project) and intends to apply the proceeds of this credit and grants to payments for the expertise of consultancy firm for: Development of National Blood Policy and National Blood transfusion Services (BTS) operational Plan 2011-2015 The objective of this assignment is to develop National Blood Policy and a corresponding 5-year Operational Plan within a legislative framework to assist Government in enhancement of a comprehensive system for the National Blood Transfusion Services (BTS) in Georgia. The scope of works for the consultancy firm needed for this assignment is the following: 1. Conduct a current situation analysis related to the BTS which includes, inter alias, analyses of (i) legislation and regulatory framework of the BTS; (ii) characteristics and issues of the current BTS and blood use in Georgia; and (iii) institutional, monitoring and quality assurance arrangements and capacities. Provide recommendation based on the analyses of current situation conducted. 2. Elaborate or develop of national quality system, including standards, guidelines, Standard Operational Procedures (SOP); Provide equipment list required for blood transfusion system in Georgia; 3. Define a National Blood Policy and a five-year Operational Plan for BTS including the National Blood Donation Plan. It should be also define national principals in relation to: 4. (a) Quality systems and initial and ongoing training; (b) The selection of blood donors; Screening for transfusion-transmissible infections; (c) Red cell serology testing; (d) The preparation of blood components and plasma derivatives; (e) The clinical use of blood; (f) Record and information system. 5. Ensure the inclusion of blood transfusion services in the national influenza contingency planning body; Particularly, develop a blood transfusion services contingency plan, which is reviewed constantly, regarding: (a) Risk of transmission of influenza by blood transfusion; (b) Temporary loss of blood donors resulting in a reduced supply of donated units of blood (c) Temporary loss of staff (d) Change in the clinical demand for blood and blood product (e) Change in the equipment demand for blood transfusion system. 6. Ensure that the National Blood Policy and Plan is prepared consistent with internationally accepted requirements of the WHO, FAO and OIE. 7. Assess personnel training need on donated units of blood at the national and regional level; Develop training program and train plans for personnel at the level of national and regional donated units of blood on national quality system, including standards, guidelines, Standard Operational Procedures (SOP). 8. Conduct two workshops on national level to ensure the enhancement of the BTS involving not less than 50 key stakeholders. The Georgia Health and Social Projects Implementation Center now invites eligible organizations to express their interest in providing these services. It is expected that the services delivered under this assignment will be provided by international Consulting Firm associated with local consulting firm and individual experts. For these tasks execution the Consulting Firm should have the following experts in the key staff: Health Care System Planner (team leader); Institutional Development Specialist; Legal Specialist (local expert). Interested Consultancy firms/organizations must provide information indicating that they are qualified to perform the services such as: Contractor Profile Minimum 3 years of experience in designing National Blood Policy and Plan for BTS and respective legislation; At least 3 years of working experience in the development of BTSs designs and respective legislation for different countries; Demonstrated track record and experience in developing and maintaining inter-organizational and cross – cultural / international relationships with governmental and non-governmental organizations; Demonstrated track record and at least 5 years of experience in working with the FSU countries with the special emphasis on health system development and strengthening; Experience in design, implementation, monitoring and evaluation of health sector related programs is essential; Solid experience in Activity-based Costing (ABC) approach; Full awareness and knowledge of WHO guidelines on BTS. The duration of the assignment is four months. Interested Consulting Firms must provide information indicating that they are qualified to perform the services (letter of expression of interest, company profile and track records of similar projects executed). Expression of Interest must be delivered to the address below by March 1, 2010. The consultant will be selected in accordance with the Qualification Based Selection (QBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers, May 2004, revised 2006.
