Georgia has received a Credit and a Grant from the International Development Association (IDA), Avian and Human Influenza (AHI) Facility Grant and a Japanese Grant towards the cost of the Avian Influenza Control and Human Pandemic Preparedness and Response Project (Project) and intends to apply the proceeds of these credit and grants to payments for:
· DEVELOPMENT OF NATIONAL HEALTHCARE ASSOCIATED INFECTIONS CONTROL POLICY AND OPERATIONAL PLAN
The objective of this assignment is to assist Government in enhancement of a comprehensive system for the Hospital and other Health Infections Control and Prevention in Georgia, particularly, to improve the quality and safety standards of infection control and prevention. These tasks will be carried out in close cooperation with Ministry of Labor, Health and Social Affairs (MoLHSA); National Centre of Diseases Control and Public Health of Georgia (NCDC&PH); be harmonized with similar activities being implemented under Defense Threat Reduction Agency (DTRA) and other donor organizations. For this purpose the Project intends to select experienced consulting firm with the following Scope of Work:
1. Conducting a current situation analysis related to the infection control, and prevention that includes, inter alias, analysis of (i) legislation and regulatory framework of the infection control and prevention; (ii) characteristics and issues of the current infection control and prevention in Georgia; and (iii) institutional, monitoring and quality of metrics and supporting systems and capacities. Development of recommendation based on the conducted analysis of current situation.
2. Development of national quality of metrics and supporting system, including standards, guidelines, Standard Operational Procedures (SOP); Provide equipment list required for infection control and prevention system in Georgia.
3. Defining of a National Infection Control Policy and a five-year Operational Plan for Healthcare Associated Infections. Assistance in definition of national principals in relation to:
(a) Identify the particular clinical, legal, or educational issue related to epidemiology;
(b) Describe how the issue affects nurses, hospitals, or the health care industry in general;
(c) Cite solutions to the problems associated with those issues, based on guidelines from the National Centre of Disease Control or other authorities, and/or based on independent recommendations from clinicians at individual institutions.
4. Assessment of personnel training needs at the national and regional levels; Development of training curriculum and training plans on national infection control and prevention system, including standards, guidelines, Standard Operational Procedures (SOP) for personnel at the national and regional levels.
5. Conduction of two workshops on national levels to ensure the enhancement of the Infection Controls and Prevention, involving not less than 50 key stakeholders.
The estimated duration of the assignment is 24 weeks.
