The Government of Albania has received financing from the World Bank toward the cost of the Business Environment Reform and Institutional Strengthening Project (BERIS), and intends to apply part of the proceeds for consultant services.

A survey will be conducted of majority private firms throughout Albania in order to assess the progress of the reforms done over the recent years. Based on its findings and conclusions, the survey will help METE assess its progress in implementing business climate reform and present guidelines and suggestions for resolving problems and main concerns of business community and design more reforms to further improve business environment and growth of investments in economy. The sample frame and instrument, sample size and methodology required. The consultant mainly:

• Will conduct a survey to mirror survey done in 2004-2005. Total number of companies to be surveyed is 500. Computer Assisted Telephone Interview (CATI) technique to be used. Hire, employ, train and supervise required surveyors and data entry personnel as required, or use existing staff of his/her institute/company;
• Develop as complete as possible a sample frame of all active businesses from INSTAT (the companies with more than 49% state ownership as well as the companies without registered employees are excluded from the source database), and select a sample of 500 firms for the survey, meeting the sector, firm size, location and foreign capital criteria as per baseline survey sample methodology (in the text below);
• Supervise, control the quality of and make all required arrangements for the implementation of the survey in multiple locations;
  Complete, by targeted selection and replacement, 500 surveys of private firms having the sectoral, size, foreign capital and location characteristics using CATI interview.
• Working with the task manager, design and implement a system for data entry and tabulate the data;

·  Enter the data with suitable quality controls; etc.
