CONSULTANCY SERVICES IN DATA COLLECTION AND DATA ENTERING INTO DATA BASES IN RELATION TO THE THIRD WOREDA CITY-BENCHMARKING SURVEY (WCBSIII)
The Public Sector Capacity Building Program Support Project (PSCAP SP) of the World Bank Ethiopia Country Office has allocated funding from the Multi Donor Trust Fund (MDTF) for the PSCAP Support Facility for payments under the contract for consultancy services in data collection and data entering into data bases for supply and demand sides in relation to the WCBS III as outlined below. As the instruments for data/information collection in both the demand and supply sides will be designed and developed by different consultants, the consultancy support in relation to these services cover only data collection from the target groups using different local languages as outlined below and entering the collected data into a data base by two selected firms.
1.0 Scope of the Supply Side Data Collection
The scope of the supply side data collection centers on collecting data/information in the areas of (a) financial autonomy, (b) institutional capacity and capability to perform, and (c) public service delivery of primary target jurisdiction including woredas, city Governments and municipal entities. Citizens' Report Card (CRC) will be used as an instrument for capturing the opinions of ordinary households regarding public service access and quality.
2.0. Scope of Demand Side Data Collection
The scope of the demand side data collection centers on collecting data/information on the views, opinions and or perceptions of citizens with regard to governance, institutional performance and public service delivery performance of target institutions. The specific target groups for the demand side data/information collection are key stakeholders (including focus groups and citizens for the CRC) at woreda, and city government or municipal level; and the instruments for the demand side data/information collection are:
(a) Key Information Interviews (KI) which will be undertaken with organizations that rely on a core range of government services at the kebele level. They will include producers' and service cooperatives, water users, women, youth and teachers associations. In some cases, these organizations will only be available at the woreda rather than kebele level.
(b) Focus group discussion (FGD) which will be undertaken with groups of 8-12 local people on their access to and perceived quality of key government services.
Overall, the data to be collected from the supply and demand sides will be entered into data bases using specified software.
