The Government of United Republic of Tanzania has received financing from the World Bank towards the cost of East Africa Trade and Transport Facilitation Project , and intends to apply part of the proceeds of this credit for payments of services under the Contract for the Development of Railway Cargo Tracking and Management System for use by Tanzania Railways Limited (TRL).The system will help to improve the performance in carrying out transport services along the Reli Assets Holding Company Limited (RAHCO) railway network and hence increase railway market share within the transport sector. This exercise is aimed at providing new tools for the rail operator to track and manage its rolling stock and associated activities such as locomotives and wagons location and status, train movement, cargo location, fuel consumption and etc .Currently, the system is running under MS-DOS which poses a technical sustainability challenges due to incompatibility with modern technologies.
The proposed consultancy services will specifically focus on:
(i) Conversion of existing software modules from MS-DOS operating system into Window/Web based applications
(ii) Developing a system with new functionalities that will provide real time information to stakeholders on the railway operational activities to facilitate on line decision making and information on location of cargo and rolling stock.
(iii) Design and install limited hardware for the purposes of testing the developed software as a pilot.
