The Government of Socialist Republic of Vietnam has received a Credit from the International Development Association (IDA) towards the cost of the ICT Development Project, and intends to apply part of the proceeds of this Credit to payments under the contract for consulting assignment for "Consultancy service on solution and implementation plan for a national e-document exchange management system". The ICT Development Project aims to accelerating the use of information and communication technology to (a) increase the efficiency and effectiveness of public administration, increase transparency and availability of information to stakeholders, and (b) foster private sector development, in particular by facilitating increased adoption of information and communication technology by small and medium enterprises.
The Project Management Unit established under Ministry of Information and Communications (MIC-PMU) is responsible for overall project's oversight and coordination, and the project management, financial management and procurement aspects of the MIC related components. The overall objective of this assignment is provide consultancy services on feasibility study for building up a National e-Document Exchange Management System (NDEMS), which manages all document transactions among Vietnam government agencies and to expect to build up a system which replaces the traditional document exchange method based on postal system and manage all transactions of government agencies' documents in a highly secured way within 18 Ministries, 4 Ministerial Equivalents, 8 government-affiliated agencies and all agencies which belong to 63 provinces of the Socialist Republic of Vietnam. Based on this application, several national applications and systems will be planned and deployed with large effect in laws and regulations of document management and archives to (1) Analyze and assess current status of infrastructure and administrative law on document and e-document both in management and exchange within Vietnam government agencies; (2) Build up solutions and implementation plan for national e-document exchange system for Vietnam government agencies; (3) Hand-over and recommend on solution and implementation plan for the system; (4) Organize training courses and workshops about other national or international e-document exchange management systems and further systems (in concerning on security). The aim is to ensure meeting the objectives of this component and implementing the sub-components under this component in a timely and efficient manner. The expected implementation period of this assignment is about 04 months and starting from June, 2010.
The MIC-PMU now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (core of and years in business, description of qualification in the field of the assignments, experience in similar conditions, technical and managerial organization of the firm, general qualification and number of key staffs, so forth). Consultants may associate together in order to enhance their qualification.
A consultant will be selected with the "Quality and Cost Based Selection" (QCBS) method in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
