| The Government of Socialist Republic of Vietnam has received a Credit from the International Development Association (IDA) towards the cost of the ICT Development Project, and intends to apply part of the proceeds of this Credit to payments under the contract for consulting assignment for "CONSULTANCY ON IT SECTOR MONITORING AND ASSESSMENT". The ICT Development Project aims to accelerating the use of information and communication technology to (a) increase the efficiency and effectiveness of public administration, increase transparency and availability of information to stakeholders, and (b) foster private sector development, in particular by facilitating increased adoption of information and communication technology by small and medium enterprises. The Project Management Unit established under Ministry of Information and Communications (MIC-PMU) is responsible for overall project's oversight and coordination, and the project management, financial management and procurement aspects of the MIC-related components. The overall objective of this assignment is developing a system of IT indicators in Vietnam and surveying and collecting data of Vietnam IT (including IT application, IT industry, IT infrastructure, IT human resources) to serve the management, forecast and development of policies of the IT sector to (1) Constructing system of assessing indicators, report forms and statistical figures which need collecting periodically. (2) Developing system of indicators, survey forms and methodologies for IT surveys and investigations. (3) Carrying out survey and assessment on IT conditions in Vietnam within a period of 3 years. (4) Developing software, purchasing hardware equipment for saving and serving the process of collecting and exploiting data from the IT surveys and investigations. (5) Proposing mechanisms, policies and solutions to promote the development of IT industry in Vietnam. (6) Raising the capacity for staffs of the Department of Information Technology of MIC in summarizing, collecting statistical figures on IT, analyzing and assessing Vietnam IT conditions. The expected implementation period of this assignment is about 12 months and starting from May, 2010. The MIC-PMU now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (core of and years in business, description of qualification in the field of the assignments, experience in similar conditions, technical and managerial organization of the firm, general qualification and number of key staffs, so forth). Consultants may associate together in order to enhance their qualification. A consultant will be selected with the "Quality and Cost Based Selection" (QCBS) method in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004. 6.
