The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam ICT Development Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Database for portal of the MIC # MIC 2-3. The MIC Project Management Unit now invites sealed bids from eligible and qualified bidders for a database software for the portal of the MIC, the delivery period is 30 to 60 days. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines May 2004: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. Interested eligible bidders may obtain further information from Ministry of Information and Communications’ Project Management Unit Mr. Nguyen Minh Viet, nmviet@mic.gov.vn and inspect the Bidding Documents at the address given below from 08:00 to 11:00 and from 14:00 to 17:00, regular working weekdays up to the bid submission deadline indicated below. Qualifications requirements include: Financial Capability Average annual turnover for the last three (3) year should be at least equivalent of US$ 400,000 The Bidder should have not recorded operational losses in the last three (3) years. Submit audited balance sheets, or if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years. Experience and Technical Capacity The Bidder shall have at least five (5) years of experience in manufacturing and/or performing contracts for supply of similar type of Goods that are requested by the Purchaser under this tender. In this respect the Bidder (In case of Joint-venture, the leading member representing the JV should have been the leading partner in 2 out of the claimed 3 contracts)much have minimum 3 previous software contracts worth at least US$ 100,000 (only contracts for supply of similar goods) indicating the name of the clients (Client name, address, fax, email registration number), the object of each contract (type and number of equipment supplied to these clients under each contract), the total value of each contract, the date of signature and duration of each contract (indicating the date/s of delivery), the clients contact details from where reference about quality of the equipment as well the Bidder performance of the contract can be obtained (name and the title of the contact person, email, address, phone and fax). There must be at least one implemented contract of similar nature and complexity. If awarded the contract, the Bidder shall be required either to establish offices with adequate qualified staff for technical support and maintenance in Hanoi or to conclude an agreement with a supplier having such facilities. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents. A complete set of Bidding Documents in English may be requested by interested bidders on the submission of a written Application to the address below. The Bidding Documents may be directly collected at the address given below or sent by courier upon specific written request and payment of a non-refundable amount of USD 100 for overseas or local delivery costs by the bidder. MIC will not be responsible for any loss or late receipt of bidding documents. The method of payment will be cash or direct deposit to Account number 12310000066308 of the MIC PMU open with the Bank for Investment and Development of Vietnam (BIDV), 53 Quang Trung, Hoan Kiem District, Hanoi. Bids must be delivered to the address below at or before 2.00p.m, 15th June, 2011.Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 2.00p.m, 15th June, 2011.
