The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam Information and Communication Technology (ICT) Development Project – Hanoi subproject, and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this Package HAN6: Upgrade City Portal and Gateway Hanoi Implementation Unit (Hanoi PIU) serves as the implementing agency for the Hanoi sub-project and now invites sealed bids from eligible Bidders for supply, installation, pilot, operation, maintenance, training and technology transference of Upgrade Hanoi Portal and Gateway. The implementation period is four (04) months. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines May 2004: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the minimum qualification criteria, summarized as follows: 1. Experience Having successfully completed two (2) software development contracts (each of which at least USD 500,000 in value) during the past four (4) years. In the case of a Joint Venture, the Lead Partner shall have led at least one of the two of above contracts and participated in the other contracts. Experience in implementing Web Portal: Having successfully completed two (2) web portal contracts (each of which at least USD 100,000 in value) during the past four (4) years, of which at least one (1) was for a government agency (national or regional or municipal). In the case of a Joint Venture, the both of the web portal contracts must have been lead by a member of the Joint Venture. 2. Manufacturing and business capabilities Bidders are required to establish in-country service facilities in Vietnam. If such facilities are not in place yet, Bidders should demonstrate their plan for establishing service facilities in their bids, and any agreements/arrangements should be in place by the time of the first delivery 3. Financial Capacity Chapter Capital is at least 500,000 USD (or ten (10) billion VND). Submit balance sheets audited by a functional agency or identified by an authority agency under the law of the country where headquarter of the Bidder located for the last 3 years (2008, 2009, 2010) to demonstrate financially stable with an average annual turnover over the last three (03) years (2008, 2009, 20010) of at least two (2) millions USD. Have liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payment which may be made under the contract, of no less than US$ one point two (1.2) million for the performance of this Contract. Interested eligible Bidders may obtain further information from Hanoi Implementation Unit and inspect the bidding documents at the address given below from 08:30 to 11:00 and from 14:00 to 16:00, regular working weekdays, stating from September 6, 2011 to Octorber 17, 2011. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 2,000,000 (Two million Dong) or US$ 100 (one hundred US Dollars). The method of payment will be cash or direct deposit to Account number 160.10.0000.14876 for VND or 160.10.37.000.3434 for USD of the Hanoi PIU open with the Bank for Investment and Development of Vietnam (BIDV), 53 Quang Trung, Hoan Kiem District, Hanoi. The document may be directly collected at the address given below or sent by courier upon specific written request and payment of an additional non-refundable amount for US$ 50 (fifty US dollar) for overseas delivery costs and VND 200,000 (Two hundred thousand Dong) for local delivery costs by the bidder. Hanoi PIU will not be responsible for any loss or late receipt of bidding documents. A pre-bid meeting which potential bidders may attend will be held on September 21, 2011 at 9 AM. Bids must be delivered to the address below at/or before 9 AM, October 18, 2011. All bids must be accompanied by a bid security of not less than USD 30,000 (thirty thousand US Dollars) or an equivalent amount in the local currency or a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below immediately after the submission deadline. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
