| The Government of Socialist Republic of Vietnam has received a Credit from the International Development Association (IDA) towards the cost of the ICT Development Project, and intends to apply part of the proceeds of this Credit to payments under the contract for consulting assignment for "Consultancy on a PKI scheme to support e-Government development and on a Proposal for the National e-Authentication Framework". The ICT Development Project aims to accelerating the use of information and communication technology to (a) increase the efficiency and effectiveness of public administration, increase transparency and availability of information to stakeholders, and (b) foster private sector development, in particular by facilitating increased adoption of information and communication technology by small and medium enterprises. The Project Management Unit established under Ministry of Information and Communications (MIC-PMU) is responsible for overall project's oversight and coordination, and the project management, financial management and procurement aspects of the MIC related components. The overall objective of this assignment is achievement of the project objectives including a PKI scheme for e-Government development and a proposal for the national e-Authentication framework that must be approved by MIC leaders in principle to (1) Review international best practices and implementations for PKI scheme and national e-Authentication framework. (2) Develop an effective public key infrastructure (PKI) scheme that consist of an architecture, technical parameters, related policies, standards and business models for Vietnam. (3) Develop a proposal for the national e-Authentication framework that consists of electronic authentication principles and methodologies, electronic authentication technologies, policies, procedures, and assessment framework for electronic transactions in e-Government development and socio-economic development. Develop an outline design for the electronic authentication system based on the framework, including architecture, main technical specification of authentication service components, and their interface specifications. (4) Develop the capacity of MIC agencies in this project to build up expertise for PKI and e-Authentication. The expected implementation period of this assignment is about 06 months and starting from July, 2010. The MIC-PMU now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (core of and years in business, description of qualification in the field of the assignments, experience in similar conditions, technical and managerial organization of the firm, general qualification and number of key staffs, so forth). Consultants may associate together in order to enhance their qualification. A consultant will be selected with the "Quality and Cost Based Selection" (QCBS) method in accordance with the procedures set out in the World Bank's Guideline: Selection and Employment of Consultants by World Bank Borrowers, May 2004. nterested consultants may obtain further information at the address below from 08:00 - 16:30 (Vietnam time), Monday through Friday.
