The United States Government, represented by the U.S. Agency for International Development (USAID) Mission to the Southern Africa, is seeking proposals from qualified organizations interested in providing the evaluation services described in the attached solicitation.

This procurement is being conducted through full and open competition among South African organizations only, for which the procedures for “contracting by negotiation, trade-off process” method of procurement, as described in Part 15 of the Federal Acquisition Regulation (FAR), will apply. Restricting the competition to local organizations is based on the following authority AIDAR 706.302.70(b)(3)(i) and 40 U.S.C. 474; a copy of the Justification and Approval has been posted at this website.

UPDATE, 4 January 2012:

A pre-proposal conference will be held on Wednesday, January 11th, 2012 from 10AM to noon for the above solicitation. Potential attendees have sent emails with the names of attendees by January 1st, 2012 as required.

In addition, since this facility is a United States Government facility, attendees are advised that they must park at the outer parking lot (or on Totius Street if the outer parking lot is full) and check in with security prior to entering the facility. All attendees must, minimally, have a photo I.D. to check in at security. Those attendees that are not on the list will not be allowed to enter. All attendees are encouraged to arrive at the location no later than 9:30 AM, as the meeting will begin promptly and late arrivals will not be allowed. Additionally, all cell phones and other electronic devices must be left at the security gate and they will be kept in a locked area for return upon conclusion of the meeting. The USAID facility does have a cafeteria where attendees may purchase beverages prior to the meeting. However, beverages and food will not be allowed into the conference room due to space limitations.

UPDATE, 10 January 2012:

1. The date for receipt of proposals is hereby changed from Tuesday January 31st, 2012, at 12 noon South Africa time to Wednesday February 15th, 2012, at noon South African time.

2. A second pre-proposal conference will be held on Friday, January 13th, 2012 from 9 AM to 11 AM. Details concerning this second pre-proposal conference are attached to this modification as Attachment A.

UPDATE, 23 January 2012:

The purpose of this Amendment is to amend RFP SOL-674-12-000001 and to provide answers to questions that were generated in response to the said solicitation. Revised Form J.6 is also attached and the Word format included separately.

UPDATE, 31 January 2012:

The purpose of this adminstrative Amendment No. 3 is to correct the specified amount stated in response to Question No. 16 posted in the “Questions and Answers” section of Amendment No. 2 and is hereby amended as follows:

“Response: In accordance with provision B.3 of the RFP, all IQC holders will be awarded the Minimum Obligated Amount of $10,000 and not $10,000,000. ”

All other terms and conditions of the above-referenced RFP remain unchanged, in full force and effect.

UPDATE, 1 February 2012:

This administrative Amendment No. 4 corrects the specified amount of $10,000,000 in the response to Question No. 53 in the “Questions and Answers” section of previous Amendments to state “$10,000.”
