The Government of Socialist Republic of Viet Nam has received a Credit from the International Development Association (IDA), towards the cost of the Information and Communications Technology Development Project and intends to apply part of the proceeds of the Credit to payment under the contract for Project Management Consultancy for Ministry of Information and Communications' subproject.

The Project has a decentralized management structure into five Project Implementation Units that are belonged to General Statistical Office, Ha Noi People's Committee, Da Nang People's Committee and Ho Chi Minh People's Committee and Ministry of Information and Communications. The Ministry of Information and Communications' Project Management Unit includes Project Coordinator Unit and Project Implementation Unit. The services include providing project management consultancy service and coordination support to PMU's staffs, and others involved in the management, planning, disbursement, accounting and financial management, ICT supporting and other project's guiding matters. Expected implementation period of this assignment will last until March 2011.

The Ministry of Information and Communications Project Management Unit (PMU) now invites eligible consultant to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, core of business and years in business, description of qualification in the field of the assignments, experience in similar conditions, technical and managerial organization of the firm, experience in the Asia geographic region, general qualification and number of key staff, so forth). Consultants may associate to enhance their qualification;

The overall objective of this activity is to support the MIC's PMU in managing and executing the project successfully. A detailed description of the assignment is provided in a Terms of Reference of the Request for Proposal of Selection Consultant.

A consultant will be selected with the "Quality and Cost Based Selection" (QCBS) method in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
