2. The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam Information and Communication Technology (ICT) Development Project, and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this Package MOFA2: Building and Installation Online visa issuance system for Ministry of Foreign Affairs. 

3. The Ministry of Information and Communications (MIC) serves as the implementing agency for the MIC sub-project and now invites sealed bids from eligible Bidders for the Building and Installation Online visa issuance system for Ministry of Foreign Affairs. These systems are to be installed at MOFA Headquarters (Hanoi) and at other sites in Hanoi. 

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the May 2004 World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the minimum qualification criteria stated in the bidding documents. 

Qualification requirements for Bidders are: 

4.1. Experience 

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): 
  • Be active in information technology or related industry for at least 5 years. In the case of a Joint Venture, the Lead Partner shall be active for at least 5 years and each other partner shall be active for at least 3 years. 
  • Have successfully completed at least 2 contracts in the last 5 years, each worth at least USD 500,000 for software development. In the case of a Joint Venture, the Lead Partner shall have led at least one of the two of the above contracts. 
  • Have successfully completed at least 2 contracts in the last 5 years, each worth at least USD 1 million for the supply, installation, configuration and technical support of ICT hardware and standard software. In the case of a Joint Venture, the Lead Partner shall have led at least one of the two about contacts and participated in another contract. 
  • Have successfully completed at least 1 contract in the past 3 years for the development of a web-based, government “e-services” software application. In the case of a Joint Venture, one of the partners must have been the Lead Partner for the contract. 

    4.2.Technical Capacity 
  • If awarded the contract, the Bidder shall be required to establish offices with adequate qualified staff for technical support and maintenance in Hanoi. If bidders do not have such facilities at the time of bidding, then they are required to demonstrate a clear plan for the establishment of such offices, should they be awarded a contract. 

    4.3. Financial Capacity 
  • Average annual turnover for the last three (3) year should be at least equivalent of USD 2,000,000. 
  • Submit financial statements audited or certified by authorized agencies, in accordance with laws of the country where the bidder established its business, for the last 3 fiscal years (2008, 2009 and 2010). 

    4.4. Liquidity: 
    To demonstrate evidence of the firm’s liquidity, in form of cash flow, liquid assets and/or credit lines net of other ongoing commitments at the minimum required amount of USD 1,000,000. 

    5. Interested eligible Bidders may obtain further information from Ministry of Information and Communications’ Project Management Unit and inspect the bidding documents at the address given below from 08:00 to 11:00 and from 14:00 to 17:00, regular working weekdays from October 7th 2011 to December 8th 2011. 

    6. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 1,260,000 or US$60. The method of payment will be cash or direct deposit to the account n° 12310000066308 of the MIC PMU at the Bank for Investment and Development of Vietnam (BIDV), 53 Quang Trung, Hoan Kiem District, Hanoi. The document may be directly collected at the address given below or sent by courier upon specific written request and payment of an additional non-refundable amount for US$50 for overseas delivery costs or VND300,000 for local delivery costs by the bidder. MIC will not be responsible for any loss or late receipt of bidding documents. 

    A pre-bid meeting which potential bidders may attend will be held on November 18th 2011 at 9am Conference room, 2nd floor at the address below. 

    7. Bids must be delivered to the address below at or before 9.30 am, December 9th 2011. All bids must be accompanied by a bid security of not less than USD 20,000 or an equivalent amount in the local currency or a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below immediately after the submission deadline. 

    8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
