Project Summary


Information and Communications Technology for Health (ICT Health) IDIQ shall provide services in support of Missions and other USAID operating units to achieve the  unit’s population, health, nutrition and infectious disease objectives and will be managed by the Global Health Bureau, Health Infectious Diseases and Nutrition (GH/HIDN).

This IDIQ will be a technical resource mechanism from which Missions and other USAID operating units may draw to meet broad-based or specific population, health, infectious disease, and nutrition support requirements. Global Health Sector contractors may be expected to design and implement technology solutions to promote increased use of health commodities and services at the community, district, or national levels through the host country’s health system. Requests may also include, but are not limited to providing ICT solutions to promote: policy reform, behavior change, monitoring and evaluation, system strengthening, capacity building, and commodity system development and management.

Amendment 1 to this solicitation announces the pre-proposal conference to be held in Washington, DC on Friday, May 13, 2011. It also extends the due dates for submissions of questions as well as both cost and technical proposals to 6 June 2011.

The U.S. Agency for International Development’s Office of Acquisition and Assistance (OAA) in collaboration with the
Office of Small and Disadvantaged Business Utilization (OSDBU) will be holding a “Pre-proposal” conference on
May 13, 2011 from 9:30 am to 11:30 am at 429 14th St. NW, Washington, DC 20045. The objective of this
conference is to promote transparency and exchange information.
The agenda will include introductory presentations by OAA, OSDBU and Bureau for Global Health(GH).
The conference is open to small businesses interested in providing technical assistance, Information and
Communications Technology for health in support of USAID’s effort to achieve the objectives of the Global Health
Initiative.

Who Should Attend?
Representatives from Small Businesses, Small Disadvantaged Businesses, 8a), HUB-Zone, Veteran-Owned Small
Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses.
Offerors may and are encouraged to submit single questions as soon as possible to: DMatthews@usaid.gov
An RFP Amendment will be posted on FedBizOpps.gov during the week following the pre-proposal
conference. The amendment will address questions and answers as well as any changes to the RFP.
Businesses that attended the meeting will be listed as an attachment.
Note:
The due date for questions per Section L.6(e)(2) of the RFP has been extended and must be submitted by 2PM
(Eastern Time), May 17, 2011
The closing date for Technical and Cost Proposals per Section L.6(e)(2) and Block 9 of SF-33 of the RFP has been
extended to 2pm (Eastern Time), June 6, 2011.

UPDATE, 16 May 2011:

This amendment adds the SF-30 to Amendment 1 which informed potential offerors of the Pre-proposal conference and extended the closing date.

UPDATE, 31 May 2011:

The purpose of this Amendment No. 4 is to:

Expand on the question answer number 45 in Amendment No. 3. Major subs will need to meet the nationality requirements in 22 CFR 228.31 prior to award of the IDIQ not Task orders. The geographic code for the IDIQ is 000.
