The Socialist Republic of Vietnam has received a credit from the International Development Association (IDA) towards the cost of Vietnam Information Communication Technology Development Project and intends to apply part of the proceeds of this credit to payments under the contract for Consulting Service (Design ICT HR development masterplan and high-level training programs) for Hanoi City’s subprojects (Package HAN-9).

The services include design of ICT HR development masterplan and high-level training program(s) for use over the next 5 years. The consultancy will facilitate and conduct intensive dialogue to define priority areas (in terms of departments, ICT issues for training, topics issues including applications and process issues), selection of pilot areas (topics, segments, and locations), delivery modalities, KPIs (Key Performance Indicators), standards and other program cornerstones. The assistance envisages to capacitate not only the PIU (the Client), but all the stakeholders in the project to ensure the successful completion of the service. The assignment will be implemented in Hanoi City, Vietnam. The length of the assignment is about 06 months (expected from December 2008 until June 2009).
