OBJECT AND SCOPE OF THE CONTRACT
This public service contract consists in the formulation of project “ Strengthening
the budgetary and financial management processes of the administration and
finance Directorate of the Ministry of Health MISAU-DAF (SISTAFE II) “, in
conformity with the conditions of these Specifications.
Through this public contract BTC looks for the team (international + national
consultant) for this service.
This contract is a contract with one lot.
In as far the threshold of EUR 67,000 is not exceeded, the contracting authority
reserves the right to extend the public contract to similar services during a 3-year
period starting from contract awarding.
L AN G U A G E
The tender will be in French or Dutch. In function of the country concerned by the
formulation, the technical section may be in English or Spanish, provided a request
to this end has been submitted and accepted.
HOW T O S U BMI T T E N D E R S ?
The tender will be drawn up in 2 copies, one copy of which will mention “original”
and the other copy of which will mention “copie” or “duplicata”.
The tender includes the necessary documents in view of the selection and award
criteria (see points 2.6 and 2.7).
The signed and dated original and “copies” or “duplicata” will be sent to Belgian
Technical Cooperation, Rue haute 147, 1000 Brussels to Mrs Trijn Gesquiere,
public procurement officer, in a sealed enveloped mentioning: “TENDER”, the
Specifications number (Bxl 704) and the Navision code (MOZ 09 020 01). It has to
be received by 25/02/2010 at 10.00 hours at the latest. It will obligatorily have to
be submitted by registered mail through the postal services5, either by courier,
against acknowledgement of receipt.
The tender and all accompanying documents have to be numbered and signed by
the tenderer or his/her representative. The same applies to any alteration, deletion
or note made to this document. The representative must clearly state that he/she is
authorised to commit the tenderer.
INFORMATION
The awarding of this contract is coordinated by the Logistics & Acquisitions
service. During this procedure, all contacts between the contracting authority and
the tenderers about the present contract will exclusively pass through this service.
The tenderers are prohibited to contact the contracting authority any other way with
regards to this contract, unless otherwise stipulated in the present Specifications.
Therefore, any information must be asked for in written or by e-mail to Mrs Trijn
Gesquiere, public procurement officer, Rue haute 147, 1000 Brussels, Belgium
(trijn.gesquiere@btcctb.org).
Until the notification of the award decision, no information will be provided about
the evolution of the procedure.
In order to submit a tender in due form, the interested tenderers can obtain the
