Das Programm „Unterstützung der Berufsbildungsreform in Pakistan“ unterstützt die Reform des pakistanischen Berufs-bildungssystems, da das Angebot an beruflicher Qualifizierung weder dem qualitativen noch quantitativen Bedarf entspricht, noch eine ausgewogene regionale, soziale oder geschlech-tergerechte Entwicklung der Humanressourcen unterstützt. Das Vorhaben erstreckt sich auf alle Provinzen, wird aber Jugendlichen in den Grenzprovinzen Khyber Pakhtunkhwa und Belutschistan sowie den besonders rückständigen Regionen FATA (Zentral verwaltete Stammesgebiete) und Gilgit-Baltistan verstärkte Aufmerksamkeit widmen.

Es umfasst drei Komponenten: (1) Capacity Development für Berufsbildungssteuerung; (2) Nationaler Qualifikationsrahmen und Humanressourcenentwicklung, (3) Zugang zu Berufsbildung- und Arbeitsmarktdienstleistungen. Teile der Komponenten 1 und 3 sind Gegenstand dieser Vergabe.
