7. Contract description
The overall objective is to complement the EDF10 Human Resource Development Sector Policy Support Programme by providing support to the Ministry of Education and Skills Development (MoESD) over a period of 3 years to improve the quality and efficiency of education in general and to improve the alignment of national human resource development and planning to enhance employability and economic benefits of its citizens consonant with the aims of Vision 2016 and of the 10th National Development Plan (NDP10).
Technical assistance will focus on improving MoESD's policy and strategic planning and operational oversight (around 36 calendar months), supporting the operations of the National HRD Advisory Council (around 30 calendar months), and assisting in the development/establishment of a National Qualifications Framework (around 24 calendar months). The assistance will be completed by short-term experts (around 800 working days) to ensure a smooth implementation of the 3 main components of the contract, and to provide capacity building and advisory services in key reform areas in the education sector
