Umoja Light Company Limited (ULC) is a subsidiary company of Artumas Group Inc. (AGI), Canada. ULC was formed to upgrade the Transmission and Distribution System in the Mtwara and Lindi Regions of Tanzania. The upgrade project will be partly financed by AGI with additional funding under consideration from lending agencies including the FMO of Netherlands. ULC intends to apply part of the funds to cover eligible payments under the contract for design, supply and installation of the Mtwara 9/12/15MVA 11/33 kV power transformer. Bidding will be governed by the World Bank's eligibility rules and procedures.

The delivery/construction period is to be for completion of delivery and installation by 200 days after award of contract.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition) and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents from the Umoja Light Company at the address below during office hours (08:30 to 1730, local time).

A complete set of bidding documents (in hardcopy), in English, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of US$ 100 or TZS 120,000. Bidding documents will be available from 10 February 10 to 3 March 3 2009. The method of payment will be cash to the owner, direct deposit to specified account number (verified) or certified check. Bidders are advised to make their own arrangements to collect the bidding documents upon payment of the amount described above. Electronic copies of the bidding documents are available with no fee.

All bids must be accompanied by a bid security of US$ 10,000 or an equivalent amount in a freely convertible currency, and be delivered to the address below by 12:00 hours (local time) on 20 March 2009. The technical bids will be opened immediately thereafter, in the presence of the bidders' representatives who choose to attend, at the address below. Late bids will be rejected.
