1. The Kingdom of Bhutan has received a loan from Asian Development Bank (ADB) towards the cost of Urban Infrastructure Development Project. Part of this loan will be used for payments under the contracts named above. Bidding is open to all eligible ADB member countries. However, a successful bidder is required to register with the Construction Development Board (CDB) of Bhutan (within ONE Month from the Letter of Acceptance) before award of contract.

2. The Thimphu District Municipality, RGoB (the “Employer”) invites sealed bids from eligible bidders for the Design, Build, Supply, Install, Operate and Transfer Water Treatment Plant at Megoipang, Thimphu, Bhutan (“the Work”).

3. Only eligible bidders with the following key qualifications should participate in this bidding:

experience requirement : 5 years
financial requirement: Minimum Average Annual Construction Turnover (AACT) of US $ 2 million or Nu 92 million in the last five years
equipment requirement: Excavator PC200-1, Dump Trucks -3, Concrete mixer 10/7 cft. Capacity - 2, Road roller -1, Vibrator - 2,Total station (Leica or equivalent)- 1 set, Compactor, plate Type- 1, Welding Machines(Portable- 2),Welding Machine heavy duty-2, Water pumps - 2, Hoisting Crane - 1
personnel for project based requirement: Project Manager -1; Civil Engineer -1; Water Treatment Engineer -1; Mechanical Engineer -1; Instrumentation Engineer -1; Electrical Engineer-1; Supervisors-2

4. The Procurement will be done through International Competitive Bidding (ICB) in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure.

6. The documents can be purchased from the office of Project Manager mentioned above by paying a pay a non-refundable fee of Nu 10,000/- or USD 225/ by cash/draft between 09:00 hours and 17:00 hours on any working day from 16th June till 27th July 2011.

7. To purchase the bidding documents in English, eligible bidders should:

write to address above requesting the bidding documents for ” TCC/WTP/GM/001”

or
request for delivery of Bidding Document for ” TCC/WTP/GM/001”, by sending a written application to the Project Manager at the address indicated above. The application must include a Post Fee in the form of a Bank Draft in favor of District Municipality, Ministry of Works and Human Settlement for the amount of Nu 5200 (local delivery) or US$ 220 (deliveries to European Countries) or US$ 120 (deliveries to South Asian Countries). The documents will be sent by courier. No liability will be accepted for loss or late delivery.

8. A Pre-Bid Meeting will be held on 8th July 2011 from 14:00 hrs at the Conference Hall of Ministry of Works & Human Settlement.

9. The bids should be delivered.

To the Office of the Project Manager, Project Implementation Unit, Thimphu District Municipality, Office No. 12, NPPF Building (Below IMTRAT), Thimphu, Bhutan.
on or before 14:00 hours on 29 July 2011;
together with a Bid Security of Nu.1.8 million or US$ 40,000/- in the form of an unconditional bank guarantee or an irrevocable letter of credit; or a cashier’s or certified check; payable to Thimphu District Municipality.

The bids will be opened immediately after the deadline for submission for bid submission in the presence of bidders’ representatives who choose to attend.
