The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals from qualified organizations interested in providing the services as described in the attached solicitation. USAID plans to award a Cost plus Fixed Fee (CPFF) completion type, cost reimbursement contract.

UPDATE, 9 December 2011:
The purposes of this amendment are:
1. To revise specific sections of the RFP; and,
2. To incorporate questions received and answers thereto into the RFP as an integral part of the Solicitation
Except as so stated, all other terms and conditions in the original RFP remain the same. See Attachment 1.
UPDATE, 4 January 2012:
The purpose of this amendment is to extend the due date for submission of proposals from January 16, 2012 to January 17, 2012. The Mission will be closed on January 16 for a Federal holiday (Martin Luther King, Jr.’s Birthday).
All other terms and conditions in the original RFP remain the same.
