The Government of Ghana has applied for a credit from the International Development Association (IDA) in the amount of US$80 million equivalent towards the cost of Ghana's component of the regional West Africa Transport and Transit Facilitation Project (WATTFP) and intends to apply part of the proceeds of this credit to payments for goods, works, related services and consulting services to be procured under this project.
The principal objectives of this regional project are (i) to contribute towards the strengthening of economic integration of Ghana, Burkina Faso and Mali by improving access of Burkina Faso and Mali to Ghana's ports of Tema and Takoradi, and (ii) to reduce general transport costs and promote economic activity and private sector development in the countries. The Ghana side of this regional project will be implemented by the Ghana Highway Authority (GHA), Ghana Ports & Harbours Authority (GPHA) and Ghana Customs Excise and Preventive Services (CEPS) under the aegis of the Ministry of Transportation.
The project will include the following two major components:
(a) Component 1: Corridor road infrastructure improvement: The expected objective of this component is to improve key sections of the road Corridor to carry inter and intra country traffic by: (a) rehabilitating and strengthening key sections; (b) constructing rest stop areas; (c) implementing social and environmental mitigation measures for the civil works; (d) implementing a Corridor specific HIV/AIDS action plan; and (e) designing and implementing a suite of Corridor-specific physical road safety measures under an endorsed action plan. The services and works to be procured under this component will include the following:
(i) Consultant's Services for Supervision of Rehabilitation of Buipe-Tamale Road
(ii) Consultant's Services for Corridor Road Safety Study
(iii) Consultant's Services for the design and Construction Supervision of two (2) Major Rest Stops and two (2) combined CEPS intervening stations/GHA Rest stops
(iv) The rehabilitation /strengthening of the Buipe-Tamale Road (103 km)
(v) Construction of Road Safety Mitigation Measures
(b) Component 2: Corridor transport and transit facilitation measures: The expected objective of this component is to strengthen the capacity of customs and transport authorities to better monitor and manage the movement of transit cargo along the Corridor by: (a) upgrading and extending Information Communication Technology (ICT) to better monitor and secure the transit of goods along the Corridor; (b) extending the existing cargo tracking system to cover the whole Corridor; (c) constructing a limited number of transit check points; (d) procuring equipment to improve effectiveness of mobile customs and transport authorities inspection teams to better monitor and control traffic along Corridor; (e) constructing a transit parking facility near the Port of Tema; and (f) funding Technical Assistance (TA), equipment, training and information activities in the areas of Corridor transport and transit management and road safety. The services and works to be procured under this component will include the following:
(i) Consultant's services for Feasibility Studies, Detailed design and Construction Supervision of Truck Transit village at Kpone, near Tema
(ii) Construction of the Truck Transit Village
