In order to create an enabling environment for a free and vibrant press, DRL seeks to fund a two-year program to support the creation of legal and regulatory frameworks for media consistent with international standards of press freedom. The program should engage a wide array of stakeholders in government and civil society in the analysis of existing and draft laws and regulations, and advocacy for reforms. The program should include partnership with local media advocacy groups to monitor the implementation of these laws and the state of media freedoms in Iraq. The program must address the following categories of legislation: freedom of information; freedom of expression; freedom of assembly; copyright laws; information and communication technology; laws regulating journalism or journalists; and laws and regulations governing the Communications and Media Commission (CMC).Proposals must demonstrate the applicant?s ability to engage on media issues with relevant stakeholders, including the Government of Iraq (GOI), the Kurdistan Regional Government (KRG), relevant committees within the Council of Representatives (COR) and Kurdistan Parliament of Iraq (KPI), media outlets and journalists, media advocacy groups and civil society organizations. DRL seeks to fund programs to increase human rights protections and strengthen the rule of law in Iraq. Proposed programs must address one or more of the following areas: ? Supporting civil society efforts to monitor security services and address abuses. Supported activities may include, but are not limited to, monitoring conditions in prisons and other detention facilities and following up on issues identified, documentation of human rights abuses by security services, providing human rights and rule of law training to law enforcement, and combating impunity for human rights violations through legal advocacy and other channels.? Enhancing the democratic governance of the security sector and increasing human rights protections through strengthening parliamentary oversight of the security sector and supporting civil society engagement with relevant government institutions and elected officials on security policy development. ? Increasing transparency and addressing abuses in the criminal justice system. Activities may include advocacy for legal and regulatory reforms to protect human rights and increase transparency in the criminal justice process; training and support for NGOs and activists to track cases in the criminal justice system to ensure due process is observed; and addressing torture and other human rights abuses that occur in the criminal justice process. The program should provide capacity building, coaching, networking, and other support to local partners, as needed. ? Working with civil society to promote cooperation between civilians and police at the community level. ? Establishing a documentation center within an existing institution, such as a university, to serve as a repository for human rights abuse case information and a resource for documentation methods and standards, and to help coordinate the current documentation efforts of Iraqi human rights organizations. The proposal must demonstrate how the program will build off of existing capacity of the Iraqi NGO community, many of which have already received training in documentation standards. Proposals must clearly demonstrate how the proposed programs will complement and build upon existing efforts in these program areas. These funds cannot be used to provide assistance to military or paramilitary organizations. The duration of proposed programs must be two years. Applicants may request between $900,000 and $2,000,000.

Description

1.4.1 Program Objectives The goal of the Namibia Local Action against GBV (NaLAG) APS is to reduce the incidence of GBV and strengthen responses to GBV in Hardap and Kavango Regions by: • Promoting sustained community engagement and leadership to reduce acceptability of GBV, and • Strengthening protective and support systems for survivors of GBV Specifically, this APS calls for proposals to: 1. Improve awareness of GBV at the local level by mobilizing communities to become proactive in recognizing and addressing GBV, and decrease community tolerance for GBV. 2. Prioritize local leadership capacity to prevent or respond to GBV by building the capacity of traditional leaders and other community court duty bearers and advocates to fulfill mandates in line with national policies and legislation on GBV. 3. Improve support services for GBV survivors by increasing access to quality services and interventions that improve outcomes for individuals affected by GBV such as health, psychological, social, legal and economic services. The USG is seeking applications that will maximize the available PEPFAR Gender Challenge Funds for implementing activities that will be complementary to current USG priorities and principles outlined in the draft USG/Namibia GHI strategy, the USG/GRN PF, and that will reinforce USG programs in the targeted regions. It is expected that the activities implemented under this APS will lead to increased community mobilization and ownership related to the prevention of GBV, and improved access to GBV-related services in the Hardap and Kavango Regions of Namibia. Lessons learned through community-based mobilization and sensitization activities under this APS should be shared with the teams working at national level to facilitate information flow from community to regional to national levels and inform national-level approaches.

Contract description: The 10th EDF-funded programme ‘Monitoring for environment and security in Africa’ will be implemented through 2 separate service contracts:
(1) technical and development assistance to the MESA programme; and
(2) training;
a supply contract; grant agreements; and a series of programme estimates.
This service procurement notice pertains to the service contract No 1 (technical and development assistance to the MESA programme). Coordination, administration, finance and technical support services will be provided to the African Union Commission and up to 7 implementation centres in sub-Saharan Africa. It is a programme using earth observation data to develop operational information services in the thematic areas of, e.g. management of water resources (for fluvial transportation and environmental assessment); water management for cropland and rangeland management; land degradation mitigation, natural habitat conservation and forest information; coastal and marine resources management; agricultural and environmental resources management; support to climate services.
The technical assistance team (TAT) will consist of 11 key experts (10 of these 11 experts will be long-term experts; 1 intermittent expert), of whom 3 will be based in Addis Ababa, Ethiopia. A total of approximately 400 person-months of input is foreseen over a duration of 4 years. In addition to the key experts, 60 person-months (indicative) of short-term expertise is envisaged. Effective and timely backstopping — technical, technological, logistical and administrative — is essential to the success of the programme. The TAT will, in close consultation with the beneficiaries and the EU, provide input to the preparation of the ToR for the supply contract, preparation and implementation of the grant proposals, and definition of the training plan to be implemented through service contract 2 (training). Besides providing technical expertise and coordination services, the TAT will also be responsible for the management of programme estimates (PEs), which will be designed to cover specific programme activities. The PEs will be implemented via private indirect decentralised operations.

Contract description: The purpose of CBIB+ is to provide technical assistance to the local authorities and operating structures (OSs) in the western Balkan countries for the cross-border cooperation programmes (intra-WB borders) in the frame of component II of the Instrument for Pre-Accession Assistance (IPA) with the aim of improving regional coordination and harmonisation of operating mechanisms. Technical assistance to intra-WB CBC programmes has been provided since 2006 through CBIB I and CBIB II in order to support the constitution of the OSs and assure their efficiency in terms of programming and management of CBC projects. The next phase is not only aiming at the consolidation of such structures and their operational autonomy, but in the context of the EU accession process, CBIB+ should also contribute to the necessary capacity building for the future preparation of territorial cooperation programmes and projects under the European Regional Development Fund (ERDF) upon accession.
The results of the project are to be the following: regional coordination and interaction between CBC stakeholders and target groups in the WBs are sustained; efficiency and effectiveness of programmes as well as project management and implementation are improved and in line with EU standards and IPA requirements; best practice culture and cross-fertilisation of experiences is promoted; pathways with EU practices and stakeholders in relation to territorial cooperation are established; visibility on CBC at intra-WB borders is enhanced.
Implementation of activities will be agreed, developed and coordinated:
a) on institutional and beneficiary level, through a CBC regional consultative body;
b) on operational level, by the CBIB+ secretariat (staff hired in the frame of the service contract with an office in the WBs).

Contract description: The purpose of the contract is to support the work of the newly-established Government Office for the Cooperation with Civil Society on the improvement of the legal, strategic, financial and institutional framework for the development of civil society in Serbia. The programme seeks to enhance a professional, accessible and impartial Lesotho justice sector, which will ensure fair, timely and efficient delivery of justice and effectively combat corruption. Day-to-day implementation of the programme will be managed by a Technical Cooperation Unit within the Office of the Chief Justice during the period December 2012 to March 2015.

A programme manager will be seconded by the judiciary to work within the TCU. Use of local and regional expertise will be promoted in order to ensure that the assistance will be sensitive to regional political and societal traditions and customs that pertain to the justice sector.

The Canadian International Development Agency’s Tanzania Program is seeking a Public Financial Management (PFM) Consultant to undertake a 3-year assignment in Tanzania. The objective of this consultancy is contribute within a multi-donor, harmonized context – to the overall effectiveness of the CIDA Program, considering the importance of analyzing and understanding the larger public financial management and budgetary process context in Tanzania and improving CIDA’s ability to carefully manage financial risks.

· Liaise regularly with CIDA’s sector team leaders to strengthen linkages between the macroeconomic discussions and the sector dialogues with a focus on sector programs relevant to CIDA.
Interact regularly with CIDA’s PFM community of practice to share best practices and lessons learned in the field as to improve the effectiveness of CIDA’s Public Financial Management programming.
· Participate actively in the following fora: GBS Development Partner Meetings; Public Expenditure
Review (PER) Macro group; PER sector group meetings; and Public Financial Management Working
Group including PEFAR;
· Provide CIDA with briefings on developments within these fora setting out the risk and potential
impact of all developments which may impact or influence CIDA’s funding levels or plans. While it is
expected that monthly briefings will be required, the schedule and frequency of these briefings may
be amended by the Head of Development Cooperation based on the programme needs;
· Attend and actively contribute to all relevant sessions, fora and meetings of the annual Joint
Donor/Government of Tanzania assessment of the program of budgetary support and will participate,
as may be required, in the preparation and presentation of any documentation, reviews or reports that
may be required to disseminate the results from the joint assessment;
· At CIDA’s request, support CIDA’s Sector Teams by providing economic and policy advice on general
or sector-specific issues within the context of public expenditure and financial management, including
identifying strengths and weaknesses in Government of Tanzania and donor financial management
processes, and mitigating actions or capacity development interventions which may be required;
· Develop a Performance Assessment Framework
· At CIDA’s request, prepare analyses and advisory memoranda for CIDA, (potentially for other donors and Government of Tanzania) on public expenditure and financial management, particularly related to budgetary support at the macro, sector or local levels;
· Attend all relevant meetings, fora and working groups and undertake the review of all relevant research documents, reports and working papers as required to ensure that they fully participate in and support the PFM and related policy dialogues with all relevant ministries, agencies, donors and
other relevant stakeholders in CIDA-relevant sectors and related areas including budget planning, budget reporting and public finance management;
· Liaise, coordinate, and negotiate with technical officers from the other 14 donors who provide budgetary support in order to ensure ongoing effective implementation of joint commitments to harmonization and donor alignment;
· Analyse and provide information to CIDA on the systems in place within the Tanzanian government to
ensure compliance with the existing policy framework (within CIDA and in Tanzania) for
environmental sustainability and gender equality, as well as good governance. The Consultant will
point out key issues that could represent a risk for CIDA’s reputation and/or for the sustainability of
the expected results, and flag key issues to the Gender Equality, Environmental and Governance
Advisors within the Tanzania program.
· As requested by CIDA, undertake any other related assignments that are required to address new
and emerging needs or challenges within the broader context of PFM in Tanzania.

東ティモール国(以下「東ティ」国)は、2002年の独立以降、東南アジア諸国連合(以下「ASEAN」)加盟を目標として国家的な取り組みを行っている。2009年1月には、同国外務省内にASEAN国内事務局を立ち上げ、ASEAN加盟に向けた体制構築を進め、2011年3月にはASEAN加盟への申請を行った。この申請を受けて、2011年11月、第19回ASEANサミットにて「東ティ」国のASEAN加盟に関する体制が討議され、ASEAN Coordinating Council(ACC)の下に同申請を検討するワーキンググループが設置されることとなった。

一方で、「東ティ」国のASEAN加盟には、国内関連法の整備はもとより、年間700回と言われるASEAN関係の会議へ対応する人材を育成しなければならない等、課題が山積している。

このような状況の下、「東ティ」国政府からの要請を受けて、JICAは2010年10月～12月及び2011年6月～8月の間、通商貿易アドバイザーを派遣し、通商･貿易分野における現状･課題の調査･分析を行うとともに、ASEAN加盟のためのロードマップの策定を支援した。また、2011年10月24日～30日まで、ASEAN事務局メンバーからなるスタディ･チームをジャカルタに派遣して、ASEAN関連機関の活動に係る基本情報を収集した。さらに、2012年2月20日～24日の間、ASEAN事務局及び関係省庁から13名をシンガポール国に派遣して、貿易制度、通商政策、経済政策に関する研修コースを実施した。

我が国は、「東ティ」国のASEAN加盟支援を表明しているところ、これまでの協力に引き続き、今後も同国のASEAN加盟に貢献するような協力を行っていく予定である。JICAは、①政治･安全保障、②経済、③社会･文化の3つのASEAN共同体のうち、特に②経済共同体(Economic Community)に関連する協力を今後実施することを検討している。

本調査は、ASEAN経済共同体に関連する分野について、どのような条約･協定、枠組み、取組み･活動や定期会合等があるか情報を収集･整理した上で、「東ティ」国がASEANに加盟した場合、対応しなければならない事項をリストアップし、我が国による今後の協力を検討することを目的として実施するものである。

Burgas Municipality (“Burgas” or the “Municipality”) has approached the European Bank for Reconstruction and Development (“EBRD”or the “Bank”) with a request to provide co-financing of the European Union-grant funded Burgas Integrated Urban Transport Project. This co-financing loan was signed on January 30, 2012. The primary beneficiary of the project is the Municipality, which will receive a new fleet of compressed natural gas (“CNG”) and low-emission diesel buses, new depot facilities, and other related improvements (the “Project”). INSTRUMENT EUROPEEN POUR LA DEMOCRATIE ET LES DROITS DE L’HOMME
1.1   CONTEXTE
L’Union européenne est fondée sur les principes de liberté, de démocratie, de respect des droits de l’Homme et des libertés fondamentales ainsi que de l’Etat de droit. En décembre 2006, le Parlement européen et le Conseil ont adopté, par le règlement (CE) n° 1889/2006 , l’Instrument européen pour la démocratie et les droits de l’Homme (IEDDH), au titre des perspectives financières 2007-2013. Ce nouvel instrument de financement succède ainsi l’ancienne Initiative du même nom (créée à l’instigation du Parlement européen en 1994) pour la promotion de la démocratie et des droits de l’Homme dans le monde. Cet instrument thématique, entré en vigueur le 1er janvier 2007, reflète le profil politique élevé et les mandats spécifiques du traité relatifs au développement et à la consolidation de la démocratie et de l’État de droit, et au respect des droits de l’homme et des libertés fondamentales, et apportera dans le monde entier un soutien financier à des activités dans ce domaine. La portée de cet instrument (IEDDH) est mondiale. Il s’applique aux niveaux national, régional et international, soutient les actions menées dans les pays tiers partout dans le monde, mais aussi dans les États membres, si ces actions ont trait à des besoins de pays tiers.

68.2 millions d’euros sont disponibles dans le Plan Annuel d’Actions 2012, pour le Mécanisme d’Appui par Pays (Country Based Support Scheme) consacré à l’Objectif 2 de la Stratégie 2011-2013. En vertu de ce mécanisme, les projets sont gérés directement par la Délégation de l’Union européenne dans le pays bénéficiaire et mis en œuvre par des ONG (ou organisations internationales ou collectivités locales), en fonction du contenu des lignes directrices de l’appel à propositions considéré. Ils sont conçus pour fonctionner à un niveau qui réponde de manière effective aux besoins particuliers de la société civile locale. Le montant indicatif global disponible à la DUE du Tchad en 2012 est de 600 000 euros.

1.2   OBJECTIFS DU PROGRAMME ET PRIORITES
Les objectifs généraux du nouvel instrument de financement, tels qu’ils sont définis par le règlement IEDDH, sont de contribuer au développement et à la consolidation de la démocratie et de l’État de droit, ainsi qu’au respect de tous les droits de l’homme et des libertés fondamentales, dans le cadre de la politique communautaire de coopération au développement et de coopération économique, financière et technique avec les pays tiers, en cohérence avec la politique étrangère de l’Union européenne dans son ensemble.

Ce nouvel instrument vise à aider la société civile à devenir une force effective de réforme politique et de défense des droits de l’homme dans les pays tiers. Ce faisant, il complète la nouvelle génération de programmes géographiques, qui intégreront de plus en plus au jour le jour la démocratie et les droits de l’homme, en se concentrant cependant essentiellement sur le renforcement des institutions publiques. L’IEDDH confère une indépendance d’action, en permettant de fournir une assistance en principe sans avoir besoin d’obtenir le consentement des autorités, ce qui est un trait essentiel de la coopération avec les organisations de la société civile au niveau national, en particulier dans les domaines sensibles de la démocratie et des droits de l’homme. Grande souplesse, capacité accrue à répondre à des circonstances changeantes ou à soutenir l’innovation sont quelques-unes des spécificités du nouvel instrument.

Sur la base du règlement IEDDH, l’Union européenne a établi et adopté un document de stratégie pour la période 2011-2013 . Ce document de stratégie, base de la mise en œuvre de l’IEDDH, identifie cinq objectifs :

1.   Renforcer le respect des droits de l’Homme et des libertés fondamentales dans les pays et les régions où ils sont le plus menacés.
2.   Renforcer le rôle de la société civile dans la promotion des droits de l’Homme et des réformes démocratiques, en facilitant la réconciliation pacifique d’intérêts particuliers et en consolidant sa participation et sa représentation politique.
3.   Soutenir les actions liées aux droits de l’Homme et à la démocratie dans les domaines couverts par les orientations communautaires: défenseurs des droits de l’Homme, torture, peine, enfants dans les conflits armés, dialogue sur les droits de l’Homme.
4.   Soutenir et renforcer le cadre international et régional pour la protection des droits de l’Homme, la justice, l’Etat de droit et la promotion de la démocratie (projets ciblés)
5.   Susciter la confiance dans les processus électoraux démocratiques et renforcer leur fiabilité et leur transparence, notamment par le biais de l’observation électorale.

Dans le cadre de l’objectif 2 du Document de Stratégie IEDDH 2011-2013, l’objectif général du présent appel à propositions est de contribuer à la protection et à la promotion des droits des populations les plus vulnérables au Tchad particulièrement les femmes et les enfants.

Les objectifs spécifiques du présent appel à propositions sont:

   Lutter contre toutes les formes de discrimination à l’égard des femmes et les violences faites aux femmes
   Lutter contre les atteintes aux droits de l’enfant au Tchad

Au TCHAD, ce programme est complémentaire :

(i) au Programme d’Appui à la Justice au Tchad (PRAJUST) qui, dans une des ces composantes, soutient les initiatives des acteurs non étatiques dans le secteur de la justice pour faciliter l’accès des populations à la justice, sensibiliser les acteurs de la justice, l’aide juridique, l’assistance judiciaire et amélioration de la qualité de vie des prisonniers ;

(ii) Au programme thématique «Les acteurs non étatiques et les autorités locales dans le développement», qui soutient les actions de développement à mettre en œuvre par les acteurs non étatiques (ANE) ou les autorités locales (AL) en étroite collaboration avec les communautés locales et les groupes de population les plus vulnérables, en vue de promouvoir la mise en place d’une société mettant l’accent sur les principes d’intégration et d’autonomie dans les pays partenaires ;

(iii) au Projet d’Appui à la Réforme des Forces de Sécurité Intérieures (PAFSI) qui, dans une des ces composantes, appuie la formation des délégués du Ministère des droits de l’homme et renforce ses structures régionales, et soutient financièrement les associations de défense des droits de l’homme dans leurs activités d’information des populations sur leurs droits et devoirs et ceux de la Police Nationale. Le projet prévoit également la formation des cadres des Forces de Sécurité Intérieure à la protection de l’exercice des libertés démocratiques.

(iv) à l’Instrument de Stabilité dont l’objectif général d’appuyer les acteurs non étatiques locaux et de renforcer le rôle qu’ils jouent dans la prévention des conflits et la consolidation de la paix. Un appel à propositions est prévu pour 2012 pour un montant de 900.000 EUR.

Priorité sera accordée au demandeur capable de prouver qu’il (l’ANE ou ses principaux membres chargés de l’action) a mené régulièrement des activités couvertes par le présent programme (dans le domaine des droits de l’homme), au moins un projet au cours des trois années précédant le dépôt de la demande.
