En d&eacute;cembre 2006, le Parlement europ&eacute;en et le Conseil ont adopt&eacute;, par le r&egrave;glement (CE) n&deg; 1889/2006 , l&#8217;Instrument europ&eacute;en pour la d&eacute;mocratie et les droits de l&#8217;Homme (IEDDH), au titre des perspectives financi&egrave;res 2007-2013. Ce nouvel instrument de financement succ&egrave;de ainsi l&#8217;ancienne Initiative du m&ecirc;me nom (cr&eacute;&eacute;e &agrave; l&#8217;instigation du Parlement europ&eacute;en en 1994) pour la promotion de la d&eacute;mocratie et des droits de l&#8217;Homme dans le monde. Cet instrument th&eacute;matique, entr&eacute; en vigueur le 1er janvier 2007, refl&egrave;te le profil politique &eacute;lev&eacute; et les mandats sp&eacute;cifiques du trait&eacute; relatifs au d&eacute;veloppement et &agrave; la consolidation de la d&eacute;mocratie et de l&rsquo;&Eacute;tat de droit, et au respect des droits de l&rsquo;homme et des libert&eacute;s fondamentales, et apportera dans le monde entier un soutien financier &agrave; des activit&eacute;s dans ce domaine. La port&eacute;e de cet instrument (IEDDH) est mondiale. Il s&rsquo;applique aux niveaux national, r&eacute;gional et international, soutient les actions men&eacute;es dans les pays tiers partout dans le monde, mais aussi dans les &Eacute;tats membres, si ces actions ont trait &agrave; des besoins de pays tiers.<br /><br />68.2 millions d&#8217;euros sont disponibles dans le Plan Annuel d&#8217;Actions 2012, pour le M&eacute;canisme d&#8217;Appui par Pays (Country Based Support Scheme) consacr&eacute; &agrave; l&#8217;Objectif 2 de la Strat&eacute;gie 2011-2013. En vertu de ce m&eacute;canisme, les projets sont g&eacute;r&eacute;s directement par la D&eacute;l&eacute;gation de l&#8217;Union europ&eacute;enne dans le pays b&eacute;n&eacute;ficiaire et mis en &oelig;uvre par des ONG (ou organisations internationales ou collectivit&eacute;s locales), en fonction du contenu des lignes directrices de l&#8217;appel &agrave; propositions consid&eacute;r&eacute;. Ils sont con&ccedil;us pour fonctionner &agrave; un niveau qui r&eacute;ponde de mani&egrave;re effective aux besoins particuliers de la soci&eacute;t&eacute; civile locale. Le montant indicatif global disponible &agrave; la DUE du Tchad en 2012 est de 600 000 euros. <br /><br />1.2&nbsp;&nbsp; &nbsp;OBJECTIFS DU PROGRAMME ET PRIORITES<br />Les objectifs g&eacute;n&eacute;raux du nouvel instrument de financement, tels qu&rsquo;ils sont d&eacute;finis par le r&egrave;glement IEDDH, sont de contribuer au d&eacute;veloppement et &agrave; la consolidation de la d&eacute;mocratie et de l&rsquo;&Eacute;tat de droit, ainsi qu&rsquo;au respect de tous les droits de l&rsquo;homme et des libert&eacute;s fondamentales, dans le cadre de la politique communautaire de coop&eacute;ration au d&eacute;veloppement et de coop&eacute;ration &eacute;conomique, financi&egrave;re et technique avec les pays tiers, en coh&eacute;rence avec la politique &eacute;trang&egrave;re de l&rsquo;Union europ&eacute;enne dans son ensemble.<br /><br />Ce nouvel instrument vise &agrave; aider la soci&eacute;t&eacute; civile &agrave; devenir une force effective de r&eacute;forme politique et de d&eacute;fense des droits de l&rsquo;homme dans les pays tiers. Ce faisant, il compl&egrave;te la nouvelle g&eacute;n&eacute;ration de programmes g&eacute;ographiques, qui int&eacute;greront de plus en plus au jour le jour la d&eacute;mocratie et les droits de l&rsquo;homme, en se concentrant cependant essentiellement sur le renforcement des institutions publiques. L&#8217;IEDDH conf&egrave;re une ind&eacute;pendance d&rsquo;action, en permettant de fournir une assistance en principe sans avoir besoin d&rsquo;obtenir le consentement des autorit&eacute;s, ce qui est un trait essentiel de la coop&eacute;ration avec les organisations de la soci&eacute;t&eacute; civile au niveau national, en particulier dans les domaines sensibles de la d&eacute;mocratie et des droits de l&rsquo;homme. Grande souplesse, capacit&eacute; accrue &agrave; r&eacute;pondre &agrave; des circonstances changeantes ou &agrave; soutenir l&rsquo;innovation sont quelques-unes des sp&eacute;cificit&eacute;s du nouvel instrument. <br /><br />Sur la base du r&egrave;glement IEDDH, l&#8217;Union europ&eacute;enne a &eacute;tabli et adopt&eacute; un document de strat&eacute;gie pour la p&eacute;riode 2011-2013 . Ce document de strat&eacute;gie, base de la mise en &oelig;uvre de l&#8217;IEDDH, identifie cinq objectifs :<br /><br /><br />1.&nbsp;&nbsp; &nbsp;Renforcer le respect des droits de l&rsquo;Homme et des libert&eacute;s fondamentales dans les pays et les r&eacute;gions o&ugrave; ils sont le plus menac&eacute;s.<br />2.&nbsp;&nbsp; &nbsp;Renforcer le r&ocirc;le de la soci&eacute;t&eacute; civile dans la promotion des droits de l&rsquo;Homme et des r&eacute;formes d&eacute;mocratiques, en facilitant la r&eacute;conciliation pacifique d&rsquo;int&eacute;r&ecirc;ts particuliers et en consolidant sa participation et sa repr&eacute;sentation politique.<br />3.&nbsp;&nbsp; &nbsp;Soutenir les actions li&eacute;es aux droits de l&rsquo;Homme et &agrave; la d&eacute;mocratie dans les domaines couverts par les orientations communautaires: d&eacute;fenseurs des droits de l&rsquo;Homme, torture, peine, enfants dans les conflits arm&eacute;s, dialogue sur les droits de l&#8217;Homme.<br />4.&nbsp;&nbsp; &nbsp;Soutenir et renforcer le cadre international et r&eacute;gional pour la protection des droits de l&rsquo;Homme, la justice, l&rsquo;Etat de droit et la promotion de la d&eacute;mocratie (projets cibl&eacute;s) <br />5.&nbsp;&nbsp; &nbsp;Susciter la confiance dans les processus &eacute;lectoraux d&eacute;mocratiques et renforcer leur fiabilit&eacute; et leur transparence, notamment par le biais de l&rsquo;observation &eacute;lectorale.<br /><br />Dans le cadre de l&#8217;objectif 2 du Document de Strat&eacute;gie IEDDH 2011-2013, l&#8217;objectif g&eacute;n&eacute;ral du pr&eacute;sent appel &agrave; propositions est de contribuer &agrave; la protection et &agrave; la promotion des droits des populations les plus vuln&eacute;rables au Tchad particuli&egrave;rement les femmes et les enfants. <br /><br />Les objectifs sp&eacute;cifiques du pr&eacute;sent appel &agrave; propositions sont: <br /><br />&nbsp;&nbsp; &nbsp;Lutter contre toutes les formes de discrimination &agrave; l&#8217;&eacute;gard des femmes et les violences faites aux femmes <br />&nbsp;&nbsp; &nbsp;Lutter contre les atteintes aux droits de l&#8217;enfant au Tchad<br /><br />Au TCHAD, ce programme est compl&eacute;mentaire :<br /><br />(i) au Programme d&#8217;Appui &agrave; la Justice au Tchad (PRAJUST) qui, dans une des ces composantes, soutient les initiatives des acteurs non &eacute;tatiques dans le secteur de la justice pour faciliter l&rsquo;acc&egrave;s des populations &agrave; la justice, sensibiliser les acteurs de la justice, l&#8217;aide juridique, l&#8217;assistance judiciaire et am&eacute;lioration de la qualit&eacute; de vie des prisonniers ;<br /><br />(ii) Au programme th&eacute;matique &laquo;Les acteurs non &eacute;tatiques et les autorit&eacute;s locales dans le d&eacute;veloppement&raquo;, qui soutient les actions de d&eacute;veloppement &agrave; mettre en &oelig;uvre par les acteurs non &eacute;tatiques (ANE) ou les autorit&eacute;s locales (AL) en &eacute;troite collaboration avec les communaut&eacute;s locales et les groupes de population les plus vuln&eacute;rables, en vue de promouvoir la mise en place d&rsquo;une soci&eacute;t&eacute; mettant l&rsquo;accent sur les principes d&rsquo;int&eacute;gration et d&rsquo;autonomie dans les pays partenaires ;<br /><br />(iii) au Projet d&#8217;Appui &agrave; la R&eacute;forme des Forces de S&eacute;curit&eacute; Int&eacute;rieures (PAFSI) qui, dans une des ces composantes, appuie la formation des d&eacute;l&eacute;gu&eacute;s du Minist&egrave;re des droits de l&#8217;homme et renforce ses structures r&eacute;gionales, et soutient financi&egrave;rement les associations de d&eacute;fense des droits de l&#8217;homme dans leurs activit&eacute;s d&#8217;information des populations sur leurs droits et devoirs et ceux de la Police Nationale. Le projet pr&eacute;voit &eacute;galement la formation des cadres des Forces de S&eacute;curit&eacute; Int&eacute;rieure &agrave; la protection de l&#8217;exercice des libert&eacute;s d&eacute;mocratiques. <br /><br />(iv) &agrave; l&#8217;Instrument de Stabilit&eacute; dont l&#8217;objectif g&eacute;n&eacute;ral d&#8217;appuyer les acteurs non &eacute;tatiques locaux et de renforcer le r&ocirc;le qu&#8217;ils jouent dans la pr&eacute;vention des conflits et la consolidation de la paix.
