Chemonics seeks a business/contracts manager for an anticipated five-year USAID-funded project in Nepal to increase incomes and mitigate conflict through a program of education and training for disadvantaged youth.
Responsibilities include: manage contracts and subcontracts implementation, encompassing start-up and monitoring and evaluation activities; supervise the preparation of awards and contracts and ensure compliance of project activities with federal and USAID regulations; review and approve grant formats and operation manuals, systems, and procedures; assist the chief of party and project leadership in the delivery of technical assistance and related documentation and perform selected technical tasks; set up administrative, financial, and personnel systems and processes for a new project; manage the office, procurement, and financial activities; supervise administrative and security personnel; recruit, hire, and train local staff and conduct training; ensure operations are in compliance with local labor laws and practices.
Qualifications: • Bachelor’s degree required; master’s degree, CPA, or equivalent combination of education and experience preferred • Five years of increasing responsibility in contract and project management positions • Strong knowledge of FAR, AIDAR, ADS, and other contracting regulations • USAID program or other donor projects experience preferred • Strong organizational and prioritization skills • Asia experience; Nepal experience preferred but not required • Ability to liaise effectively with multiple partners and stakeholders in the context of a complex program • Strong written and verbal communication skills in English; knowledge of Nepali preferred • Ability to travel throughout Nepal
