International Relief and Development Inc (IRD) is a non-profit organization specializing in international development and humanitarian assistance. IRD's mission is to reduce the suffering of the world's most vulnerable groups and provide tools and resources needed to increase their self-sufficiency. IRD seeks a “Monitoring & Evaluation (M&E) Specialist” for its AVIPA (Afghanistan Vouchers for Increased Productivity in Agriculture) Program.



The M&E Specialist supports the Deputy Director of M&E and Information and works to collect and consolidate monitoring and evaluation information.



Main Responsibilities:



Provide technical assistance, guidance, and training to M&E staff throughout Afghanistan;
- Develop and integrate the M&E plan with performance monitoring indicators;
- Collect information for overall project performance monitoring and reporting, including high-level data analysis;
- Implement M&E systems that will track and monitor program progress;
- Ensure that standardized M&E systems operate efficiently across program offices;
- Routinely review and analyze project site monitoring data;
- Provide periodic data findings for project management and reporting purposes;
- Document results and “lessons learned” to help improve and fine-tune project implementation. 



Experience required

- Minimum 5 years experience designing, managing and implementing multidisciplinary and results-based M&E surveys. 
- An undergraduate or advanced degree in a related field: international development, economics, agriculture, rural development, etc.
- Experience working with USAID and knowledge of their: reporting procedures, best practices, guidelines, and tools for Monitoring and Evaluation.
- Experience analyzing quantitative and qualitative data.
- Overseas work experience, preferably in Afghanistan or the surrounding area.
- Capable of working individually and as part of a team.
- Ability to work effectively in a fast-paced environment under challenging conditions with persons from differing backgrounds.
