Project/Proposal Summary:  The project, Rule of Law III (ROL III): Support for Legal Reforms, is the third USAID-funded initiative of its kind, in support of the Merida Initiative, which aims to prevent and eradicate organized crime. ROL III will work closely with USAID, the Government of Mexico, and non-governmental and civil society organizations. The project is for three years (with the possibility of two years of extension) and will be based in Mexico City. 

 

Position Summary: The M&E Coordinator is responsible for seeing that M&E reports are produced on time and in a technically valid, high-quality manner. He or she oversees the production of requested analyses of the data responding to the requests from the Mission or from the ROL III leadership. S/he is responsible for making sure that the data that are gathered in the field were gathered in a technically correct manner and accurately reflect field realities and meet quality standards. S/he carries out the data consultations with partner organizations ensuring data requests and responses including access to the web-based system and checks the quality of data submitted. S/he is responsible for data flow, system management, initial quality control, and production of initial basic analyses (trends, graphs, anomalous results, etc.). S/he also produces the quarterly results tables. S/he also suggests additional useful analyses and carries out research or supervises short-term TA as assigned. The Coordinator reports to the Chief of Party and interacts closely on a technical basis with MSI Washington.

Responsibilities:

  • Serve as the resident expert in M&E and provide strategic thinking and design programs and studies to carry out the program ;
  • Build strong working relationships with the USAID mission and GOM and civil society partners;
  • Represent the project and MSI at the highest political and technical levels ;
  • Produce technical and financial reports for the Mission and MSI;
  • Determine technical assistance needs and, coordinating with MSI home office, recruit consultants;
  • Manage the repository of tools, guidelines and reference documents for M&E and other materials.

 

Qualifications:

  • Demonstrated technical expertise in M&E in an international context (5-10 years preferred)
  • Experience designing research and working with requesters to produce research that is technically sound and policy relevant
  • Fluency in English and Spanish with the ability to produce high-quality technical documents as well as presentations and project reports
  • Degree in relevant discipline such as economics; advanced degree preferred
  • Demonstrated abilities in leadership and management
  • Demonstrated commitment to carrying out tasks on time and under deadline
