DESCRIPTION OF THE ASSIGNMENT
The overall objective of the Mid-term Evaluation is to make on overall independent assessment with regard to the performance of the project thus far, particularly the extent to which project implementation is progressing in tandem with the parameters (objectives, results, activities, beneficiaries, and resources) as detailed in the FA (and modified further by signed agreement), identify areas of significant challenge and make practical recommendations for mitigation.
The specific objectives of the assignment are as follows:
- Comment on the relevance and design of the programme, as detailed in the logical framework with particular focus on the adequacy of the resources foreseen in relation to the objectives identified, the appropriateness of the types of intervention/aid delivery methods and the accuracy of the targeting of beneficiaries. Is the programme as designed and implemented able to deliver the expected results upon completion?
- Assess the progress and efficiency of implementation of the activities, identifying the problems which are negatively impacting performance, as well as those needs of the beneficiaries which are not being met and determine the potential (if necessary) for adjustment and fine-tuning.
- Assess the effectiveness and impact of the programme to date and the potential sustainability after EDF funding ends.
- Assess the appropriateness of the refocusing of the programme into 5 high impact areas by the consultants providing technical assistance to the Ministry of Health.
- Determine the extent to which health sector reform and operational changes at the Ministry of Health have been effective in improving management efficiency and activity implementation with regard to, inter alia, annual work programme, related performance indicators, related budget for annual work programme and accountability
- Examine the relevance of the programme in the context of public sector reform.
- Examine the steps undertaken by the Government of Barbados with regard to the commitments made in the Health Sector, and
- Make specific recommendations for improvements in the overall implementation of the programme over the time remaining and for the long term sustainability of the Barbados Health Programme's achievements in the sector.
Requested Services
Technical assistance is being requested to undertake a mid-term evaluation of the Barbados Health Programme. The assignment will involve a desk study of material relevant to the project, as well as fieldwork involving consultations with a very wide cross-section of beneficiaries and stakeholders.
EXPERTS PROFILE
One Category 2 consultant for 20 man days over 30 calendar days.
The consultant should ideally have the following profile:
Qualifications and skills
Master's degree or equivalent in Public Health Management, Health Services Management, Health Economics or any other relevant field
Must possess a high level of fluency in English (spoken and written).
Ability to write clear and concise reports
Professional Experience
Minimum ten (10) years experience in evaluation of national health programmes.
Knowledge of public health and health management issues in the Caribbean would be an asset.
Experience in evaluating EC sector budget support programmes
Experience in evaluating Health Sector Reform Programme
LOCATION AND DURATION
The assignment is expected to start January 19, 2009 and be completed 30 days thereafter.
The evaluation activities will be undertaken in Barbados.
