General Summary:

AECOM International Development seeks a Chief of Party for its proposal for the USAID-funded Water Supply Service Provision for Three Liberian Towns Project.  The four (4) year project is expected to commence in May 2010 and be based in Liberia.  The project will provide technical assistance, training and commodities in support of improvements to water extraction, treatment and distribution in three towns, and includes work on national water sector reforms and capacity building. Key components of the project include:

• Institutional and regulatory strengthening • Organizational development • Support and capacity building to national government bodies • Revenue generation • Private sector participation in the water sector/privatization • Analysis of alternative infrastructure options • Water supply system design and construction management • Preparation of procurement documents • Infrastructure operations and maintenance

The Chief of Party will provide overall project leadership and vision, as well as ensure that all project objectives and deliverables are met in a timely and efficient manner. He/she will supervise the project team and serve as the key liaison with USAID and counterpart organizations, national and local government officials, water utility managers, NGOs and community groups.

Qualifications:

• At least five (5) years of professional experience in water service provision and utility reform in developing countries • Expertise in one or more of the following reform areas: utility corporatization; development of performance-based contracts for water utilities; utility regulation; utility benchmarking • Prior experience as a project director or Chief of Party • Prior experience in West Africa preferred • Master’s degree preferred • Engineering background is a plus • Additional work on sanitation programs is a plus • Experience in post-conflict countries is a plus.
