The postholder will be based in the Ministry of Gender in Kinshasa and will undertake occasional missions to the regions. The objective of the assignment is to improve coordination and planning on gender equality, including SGBV, through strengthening the role of the Ministry of Gender in its coordination and advisory functions, and supporting other key stakeholders (NGOs, donors) in their coordination efforts. This will be accomplished through providing:
- Technical support to finalisation of the Ministry of Gender’s ‘Integration of Gender’ strategy
- Technical support to the Ministry in understanding and differentiating work on gender equality, SGBV etc
- On-going mentoring and training to the Ministry
- Technical support to the Ministry of Gender in progressively fulfilling the Government of DRC’s obligations under the SADC Women’s Protocol and CEDAW.
- Supporting the Ministry’s role in co-chairing the Groupe Thematique Genre (donor coordination mechanism on gender)
- Support to the Ministry to develop a strategy for empowering gender focal points in other ministries
- Support to the Ministry in clarifying the roles and division of responsibilities in establishing the new government Agency against SGBV and the new National Fund for Gender, Children and Family
- Support to promoting good working relationships and improved coordination between Ministry of Gender and the UN
- Support to the Ministry to establish a monitoring system on gender equality.
Additionally, the postholder will spend approximately 30% of time providing short term technical inputs to other defined Government and / or donor programmes on operationalising gender mainstreaming; and advising on longer term gender technical assistance requirements, including helping with preparation of project TORs as required.
Candidate Profile:
- Demonstrable understanding and background in gender equality, gender mainstreaming, and SGBV, backed up with a minimum of 8 years’ experience of acting in an international advisory capacity
- Proven results-based programme management skills, combined with exceptional communication, facilitation and diplomacy skills enabling the candidate to advocate effectively at all levels
- Minimum of 3 years’ experience of advisory work in fragile / post-conflict environments, ideally in sub-Saharan Africa, including experience of working with bilateral and / or multi-lateral agencies
- Fluency in French and a strong command of English are essential
