We are currently seeking a qualified Program Advisor with a background in Sexual & Reproductive Health and Gender in Emergencies to support our emergency response efforts in Haiti. The Program Advisor will report to the Emergency Response Team Leader and have an integral role in shaping and implementing the gender components of CARE’s response strategy.
CARE Haiti is implementing an integrated response to the earthquake. Components of the integrated response include non-food item (NFI) distribution, water, sanitation and hygiene (WASH), reproductive health, shelter, and food distribution. The Advisor will lead and manage the integration of Sexual Reproductive Health (SRH) across all these sectors by focusing on the Minimum Initial Service Package (MISP) for RH in the areas where CARE is mounting an emergency response. The MISP will then transition into a three year broader comprehensive SRH program that includes a multi-sectoral response to gender-based violence (GBV) and sexual reproductive health services, advocacy and cultivation of gender and social diversity in community participation. The program will be implemented in close partnership with the ministry of health, the UN cluster system, and other partners in order to contribute to the long-term development goals of Haiti and coordination is critical to avoid duplication of services. The Advisor will lead and manage implementation of the first phase of the program and support the transition to phase 2. Phase one will be focused on mainstreaming the minimal initial service package (MISP) and gender into non-food item (NFI) distribution, water, sanitation and hygiene (WASH), shelter, health and food distributions taking place in areas where CARE is operating. The advisor support and mentor the SRH/GBV Coordinator and supervise project staff.
Responsibilities and tasks
1. Management and Implementation
· Lead and manage all aspects of the SRH/Gender Program
· Using a participatory process, develop the project implementation plan with team and partners such as the ministry of health representative.
· Coordinate implementation of the MISP by coordinating with MOH and other partners to ensure services are available and referral systems are in place.
· Mainstream appropriate SRH activities into CARE’s core sector areas of the response by using the IASC guidelines for responding to GBV and for gender mainstreaming.
· Conduct a mapping of SRH services from the community to the health facility and establish referral systems.
· Identify areas for training and support based upon findings from the health facility assessment and other community assessments.
· Develop and implement training and supervision plan.
· Oversee programmatic interventions to prevent Gender Based Violence (GBV) and to treat survivors of GBV. These interventions include designing and locating camps to enhance physical security, ensuring health services offer clinical management of rape – emergency contraception, post exposure prophylaxis against HIV infection, treatment of trauma and presumptive treatment for STIs. Seek to maintain gender balance where possible in all aspects of the program.
· Include GBV issues in health coordination meetings, ensure population is aware of availability of services for survivors of GBV, identify vulnerable groups and provide protection and services as appropriate);
· Include programmatic interventions to reduce HIV transmission (enforcing universal precautions, safe blood supply and availability of free condoms)
2. Partnerships
· Identify implementing partners for clinical training, psychosocial support and establish MOUs as appropriate
· Actively participate in appropriate coordination groups such as UN cluster system, RH and GBV working groups, national level RH coordination groups
· Collaborate closely with UNFPA for technical support and supplies such as RH kits and contraceptives
· Collaborate closely with UNIFEM for gender/GBV mainstreaming interventions
3. Advocacy
· Represent CARE’s RH program in collaboration with partners, donors, governments, NGOs, etc.
Selection Criteria:
Technical Competencies required for this position are
· MPH, nursing and/or medical degree with emphasis on reproductive health
· Previous experience in medium-large scale emergencies is preferred
· Capacity to develop, implement and analyze health assessments, develop and implement workplans in emergency settings
· Experience in budget development and management
· Skills in training, monitoring and evaluation of health interventions
· Strong coordination skills with the ability to manage information (statistical analysis, report writing and presentations).
· Strong knowledge of MISP and implementations requirements and must have completed one of the following:
· Participated in a MISP training led by SPRINT or some other well recognized group
Language Skills
· Must be fluent in French and English for oral and written communication
