Job Description:

The primary responsibility of this position is to provide implementation management for all aspects of  an upcoming emergency WASH and Shelter  response program in Leogane, Haiti.

This position also serves a key role in a team oriented approach to identify opportunities, and develop actionable plans in coordination with the Emergency Team Leader, in-country, and key IRD Headquarters staff, such as the  Program Development team, Proposal Coordinators as well as linking to Sector Directors (Infrastructure, Food Security, Health, Civil Society, Economic Growth, and Special Projects) in coordinating and/or leading field assessment and proposal teams in the field. 

Specific responsibilities include, but are not limited to:

  • Manage overall WASH and Shelter emergency response in targeted sites in Leogane.
  • Oversee development and implementation of strategic and operational plans for the program.
  • Lead a team of veteran professional Haitian technical and field officers
  • Coordinate closely with the local communities, local authorities, other local and international NGOs, and donor representatives in Leogane to avoid overlap and ensure program success.
  • Provide donor report as specified in funding documents and by IRD.
  • Integrate new funding streams into program operations.
  • Oversee and be responsible for financial management and reporting for the program
  • Pro-actively seek and develop additional funding opportunities.

Required Skills and Qualifications:

  • Minimum of 10 years WASH program experience. 
  • Shelter experience is desirable
  • Minimum of five years regional experience, Haiti experience preferred.
  • An advanced degree in a related field, or a combination of education and international program experience.
  • Strong knowledge of USAID and UN funding processes and reporting requirements.
  • Experience in engaging community participation in Cash For Work projects.
  • Experience in disaster emergency WASH response.
  • Ability to work as necessary to meet deadlines
  • Budgeting experience preferred
  • French language is very highly desirable
