The Operations Manager is a strategic member of IntraHealth’s Operations Team.   S/he will report to the Director of Administration.  S/he will participate in the creation of a streamlined system for operations management that will incorporate existing operations processes and systems. S/he will have management oversight for the development of assigned operational policies and guidelines and will play a leading role in introducing and training staff in these policies. 

The Operations Manager is responsible for ensuring compliance with local labor law, IH and donor policy in his/her countries, including adapting organizational polices to local context, liaising with local lawyers on IH’s behalf, responding to local staff questions and guiding local compensation decisions.

S/he will work closely with External Affairs, Human Resources, Contracts, Finance, Programs, and Field Team Leaders.

ESSENTIAL FUNCTIONS

In line with IntraHealth’s corporate vision and values and in collaboration with other units, the Operations Manager will

  • Contribute to the development of assigned operational policies and guidelines and their implementation at headquarters and in the field
  • Introduce and train staff on new/updated operational policies and procedures.
  • Work closely with the Program Development Department during the pre-award stage to ensure that local HR issues are proactively addressed
  • Support opening and closing offices with other Departments to include registration, office identification, leases, branding, local staff issues, bank accounts, and other operational support in adherence with local labor laws and IntraHealth’s policies.
  • Lead the creation of country compensation scales.
  • Conduct operations visits to country programs to assess and provide support in the standardization of operational systems throughout IntraHealth’s offices.

 EDUCATION/EXPERIENCE REQUIREMENTS

  • Masters degree in a related field and a minimum of five years experience working with international organizations; or an equivalent combination of education and experience.
  • Experience in developing, updating and/or reviewing operational policies for international organizations.
  • Knowledge of USG/other donor policies, procedures and regulations.
  • Experience in opening overseas offices and setting up operational systems in line with local labor laws and corporate policies.
  • Experience in the field of international HR is desirable.
  • Excellent oral and written English communications skills.
  • Spanish or French proficiency highly preferred.
  • Ability to work in teams and under pressure.
  • Ability to travel internationally up to 25%.
