Khulisa Management Services is a South African-based firm that provides a wide range of monitoring, evaluation, research, and information management services with particular emphasis on health (especially HIV/AIDS), education and social development.  Since 1993, we have served over 130 different clients including the South African national government, provincial departments, local and international donors, corporations, non-governmental organizations (NGOs), and other service providers. 

Khulisa is recruiting short –term consultants to participate in an assessment of Management of Information Systems (MIS) in place for Orphans and Vulnerable Children and Youth across the SADC region (Angola, Botswana, the Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, United Republic of Tanzania, Zambia and Zimbabwe.

Responsibilities include, but are not limited to:

• Participating in the development of a regional monitoring and evaluation framework consistent with the comprehensive approach to service the provision for Orphans and Vulnerable Children and Youth (OVCY)
• Reviewing the status of MIS of key sectors that deliver basic services for children and youth in the SADC region and the extent to which they address OCVY
• Contribute to the drafting of a detailed assessment report on the status of MIS for OVCY particularly among sectors that deliver minimum basic services to children and youth in the SADC region
• Provide input into a capacity building plan for strengthening MIS for OVCY in the SADC region

Required Knowledge, Experience and Qualifications:

• Primary degree in the area of demography, statistics, social research or information systems
• Experience in information management and assessment of MIS
• Familiarity with Data Quality Principles and ability to assess the integrity of MIS and its ability to generate accurate information
• Experience in conducting social research with vulnerable groups, and in particular, vulnerable children
• Prior experience in Qualitative Analysis Experience in developing and refining Monitoring and Evaluation frameworks and indicators
• Ability to conduct and engage with high-level government officials
• Experience working in the SADC region, and preferably more than one SADC member state
• Ability to work as part of a larger research team with responsibility for deliverables per country and at a regional level
• Fluency in written and spoken English
•  Working knowledge of French or Portuguese desirable
