Project/Proposal Summary:
MSI was recently awarded a three-year contract with USAID/Sudan named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with responsibility for executing many functions normally associated with the Mission's Program and Communications offices. As a part of the SUPPORT program, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary:
The Program Assistant will support the President's Emergency Plan for AIDS Relief (PEPFAR) programs in Juba. S/he will ensure the smooth running of technical operations and other related activities through program coordination and provision of logistics support. S/he will be responsible for day to day coordination of project activities and will oversee the day-to-day management, administrative, financial and program coordination functions in support of a broad range of agency-funded HIV/AIDS program activities being implemented by the PEPFAR/Sudan programmatic team. *The duration of this assignment is six months.*
Responsibilities:
- The Program Management Assistant is the key administrative person on project activities, responsible for providing programmatic, budget tracking, administrative, and operational support for the PEPFAR/Health Team. The incumbent will employ strong coordination and planning skills to ensure that programmatic, budget tracking, work plans and administrative needs are accurately assessed and accomplished in a professional manner;
- The Program Management Assistant shall perform his/her responsibilities under the direct supervision and in close coordination with the PEPFAR Senior Program Management Specialist;
- Prepares edits and tracks Implementation Letters, action memoranda, and other financial commitment documents issued by the PEPFAR/Health Team to make sure they are prepared and signed in a timely manner;
- Maintains the PEPFAR/health Team budget line items by account into the budget tracking system once the Country Operational Plans are prepared, finalized and approved by USAID/Washington;
- Monitors the implementation of the Operational Plans to ensure issues are identified and funds are appropriately spent;
- Assist the PEPFAR/Health Team Leaders in coordinating completion of Semi-Annual Portfolio Review documentation;
- More specifically, manages the financial information in the budget tracking system; Provides accurate periodic budget status reports to the Family Health Team Leader, CTOs and the Office of Program Coordination to assess portfolio funding level;
- Handles all incoming and outgoing correspondence. This includes overseeing, drafting, processing and distributing cables, letters, memoranda and other documents required by the Team Leaders and members of the staff, assuring that each is carefully reviewed for accuracy, completeness and proper formatting
- Responds to requests for information regarding the PEPFAR/Health programs from within and outside the Agency. Coordinates the review and response to unsolicited proposals, with inputs from the Team Leaders, the Senior Program Management Specialist, and CTOs as appropriate;
- Prepares or coordinates the issuance of all documents needed by implementing partners or consultants to operate;
- Acts as an official representative of USAID in obtaining information and documents from contractors, attending meetings as required, and reporting on the status of selected activities;
- Coordinates communications with the Khartoum and Nairobi offices including and travel inside/outside Sudan;
- Prepares and updates, as necessary, briefing materials for visitors and ensures the accuracy of these materials. The incumbent will also assist in developing and updating Power Point presentations as required.
Qualifications:
- The applicant should possess at least two years of full-time post secondary study at college or university in development assistance, business administration, financial management or related field;
- At least three years of progressively responsible experience in financial management, program and/or administrative support related to the sectors covered by the USG PEPFAR/Health program. Experience in managing financial data bases is preferred. Also, experience with a U.S. Government agency is desirable.
- English fluency is required; knowledge of Arabic is desirable;
- Knowledgeable of US Government administrative and financial procedures, and voucher processing preferred. Also, s/he should have, or the potential to acquire, knowledge of U.S. Government funding legislation, financial programming policies, and documentation related to development assistance.
