MSH seeks a Chief of Party in anticipation of an upcoming procurement for a two-year contract (with yearly extension options) for the implementation of strengthening the management of the supply chain in Malawi. This position will be based in Lilongwe.
The objective of the new procurement is to build on gains made in the past as well as solidify and grow technical capacity, collaboration, and implementation of the various stakeholders involved in the procurement, distribution, storage, and dispensation of medical supplies. The overall goal of this project is to ensure that the people of Malawi have access to adequate quantities of affordable essential medicines and health supplies of high quality by strengthening the national supply chain for essential health commodities.
The Chief of Party provides strategic, managerial, technical leadership and oversight for the Project. As an official representative of MSH, he or she maintains all communication with appropriate USAID officials, program partners, local stakeholders, and MSH's Center for Pharmaceutical Management in the U.S. to ensure adequate program coordination. The Chief of Party provides leadership in establishing effective collaboration and communication with Government of Malawi (GOM) agencies currently responsible for pharmaceutical management and supply chain activities in Malawi to influence changes in their policies and processes. He or she also provides leadership and strategic vision in the development and implementation of capacity building strategies to improve the pharmaceutical and supply chain management systems in Malawi that are locally appropriate and sustainable.The Chief of Party supervises all activities and has the overall responsibility for the successful performance of the technical assistance team. He or she bears primary responsibility for all administrative requirements to fulfill the performance objectives specified in the program, including annual project planning. The Chief of Party is responsible for the timely and adequate implementation and reporting of program activities and manages and supervises relevant Project staff.
1. Master's Degree or higher in Public Health, Pharmacy or equivalent related field.
2. Minimum of ten (10) years experience in management positions implementing programs of similar size and scope in international health.
3. Minimum of 4 years management experience on programs supporting national health pharmaceutical and commodity supply chain management in developing countries, preferably with experience in Africa.
4. Strong knowledge and technical skills in one or more key areas of pharmaceuticals and health supply chain management (e.g. policy, forecasting, procurement).
5. Demonstrated leadership skills in working and collaborating with other donors, host country institutions, international organizations.
6. Strong strategic vision, management, and leadership qualities.
7. Experience advising in the development, modification, and/or implementation of regulatory and policy frameworks in developing country context to facilitate changes in policies and regulations desired.
8. Strong understanding of the need for capacity building across disciplines, and readiness to recommend and follow through on solutions.
9. Ability to produce results in diverse cultural, social, and language contexts.
10. Relevant supervisory experience of professional (technical) staff.
11. Working knowledge of and experience with USAID project management.
12. Demonstrated excellent English language skills (both written and oral) with the ability to conduct business in English.
