Management Sciences for Health

 

TITLE:                      Monitoring and Evaluation Specialist

REPORTS TO:         Chief of Party

LOCATION:             Accra, Ghana

 

BACKGROUND

Management Sciences for Health (MSH) is a non-profit organization with a mission to close the gap between what is known about public health problems and what is done to solve them, particularly in developing and transitional countries.  Headquartered in the United States, we have operations in more than 30 countries and employ staff from over 65 nations.

Title:  ACTION FOR WEST AFRICA REGION (AWARE) II

Mission:  USAID/West Africa

Project Duration:  Estimated 3 years

Overall Goal:  Design, coordinate, facilitate, and provide high-quality technical support to a variety of public and private health entities in West Africa.  The objective is to create a positive operating environment enabling countries to plan and implement selected quality health service delivery programs on a large scale across the region.

OVERALL RESPONSIBILITIES

The Monitoring and Evaluation (M&E) Specialist is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the project activities and innovations. The M&E Specialist has primary responsibility for identifying M&E needs; designing and maintaining data collection systems; and for ensuring that all necessary information from both routine reporting, as well as from ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding internal project planning and in informing external partners about project activities and accomplishments. The M&E Specialist conducts all appropriate analyses, including the use of complementary data sets and secondary analysis, and fully documents activities and accomplishments in the form of reports, publications, and presentations.

 

QUALIFICATIONS

 

  • 1. A minimum of a master's degree in statistics, demography or related field, or equivalent experience in monitoring and evaluation.
  • 2. Significant experience in operations research and management information systems design and management, or equivalent experience in related areas.
  • 3. Significant work experience in the development of decentralized health information systems in Africa, preferably West Africa
  • 4. Proven technical expertise in monitoring and evaluation.
  • 5. Excellent written and oral communication skills with ability to write reports, publish papers, and present to groups.
  1. Demonstrated ability to negotiate and influence policy and program decisions with senior government and donor officials, and to liaise with senior MOH officials, university professors and dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community.
  2. Demonstrated ability to drive own work agenda.
  3. Strong interpersonal skills leading teams and fostering teamwork and partnering.
  4. Fluency in English and French required (FSI rating S/R3+/3+); Portuguese a plus.
