JOB TITLE:              TBCAP Drug Management Technical Advisor  

REPORTS TO:         MSH/TBCAP  Director (Pedro Suarez)

                                    MSH Regional Technical Advisor (Andy B.)

LOCATION:             Jakarta, Indonesia

Duration:                   6 months with extension depending on funding

 

Overall Responsibilities

 

The TB CAP Resident Advisor for Pharmaceutical Management TB Control Program provides overall coordination and ensures continuity of direct technical assistance to improve the pharmaceutical systems within Indonesia TB Control Programs to support TB CAP/USAID and National Tuberculosis Program (NTP) Strategic Objectives and agreed work plans. He/She will be based at the Communicable Disease Control Center (PPM), Ministry of Health under the Government of Indonesia in Jakarta, Indonesia.

 

He/She is lead specialist for promoting activities related to anti-TB drugs supply management and its rational use.   The advisor leads in the implementation of TBCAP drug related activities according to the approved work plan. The advisor provides technical assistance at all levels, trains staff, mentors health facility staff and ensures timely and quality delivery of TBCAP products and reports. 

 

Specific Responsibilities

 

1. Using the agreed work plans as a base and in conjunction with NTP, TBCTA Jakarta and the MSH Regional Technical Advisor ( RTA), plan, budget, coordinate, assist in scheduling, organizing and following up on the planned Pharmaceutical Management activities in the technical areas agreed on under the TBCAP work plan.

2. Develop a rolling, detailed, 3-month forward plan of activities, scheduled inputs and outputs.

3.   In collaboration with RTA and other international MSH/ TB CAP technical staff, provide technical   assistance on the following areas of TB drug management: a) Policy Options Analysis, Strategic Planning and Implementation, b) Drug Management Information Systems, c) Supply Chain Management, d) Expiry Date and Write-Off Disposal Authorization (WODA) management, e) Private Sector Collaborations, and f) Second Line Medicines/MDR.

4.  Meet regularly with NTP to ensure that plans and activities meet the requirements of NTP within the overall agreed frameworks.

5.  Coordinate activities with the KNCV pharmacists, and in conjunction with NTP and the KNCV pharmacists ensure that a monthly review of the drugs stock status in the country is undertaken.

6.  Lead, design, and implement training activities including workshops, manuals and other related documents.

7.  Deliver training such as on-the-job training (OJT), training of trainers (TOT) and pilots.

8.  Assist in developing detailed SoW/ToRs for technical consultants' visits.

9.  Assist NTP to plan and to prepare for the visits.

10.  Provide support and advice to the consultants during their visits.

11.  Ensure continuity and coordination between the technical visits by briefing and guiding visiting consultants and following up on action points.

12. Produce routine and ad-hoc reports for MSH/TBCAP as required.

13. Provide support for related international TA activities.

14. Conduct and support relevant assessments.

15. Represent MSH/TBCAP at national and international meetings, trainings and workshops that take place within Indonesia.

16. Undertake other such reasonable tasks as assigned.

 

QUALIFICATIONS:

 

1. Degree in pharmacy or Masters in health management.

2. At least 5 years of work experience in pharmaceutical/public health management with relevant experience in pharmaceutical management and training.

3. No less than 2 years of recent work experience in operating or providing professional consulting services to primary health care medicines, TB, vaccine or contraceptive management programs in Indonesia

4. No less than 2 years' experience of working within the Ministry of Health and the governmental system in Indonesia.

5. Knowledge and comprehensive understanding of Indonesia's public health and pharmaceutical sector and long-term working experience in Indonesia preferred.

6. Experience with programs supported by international agencies such as WHO, World Bank and bilateral agencies such as USAID preferred.

7. Experience of GFATM funded operations would be desirable.

8. Fluency in spoken English and Indonesia language and ability to write comprehensible reports and documents in English is required.

9. Strong organizational skills and ability to work flexibly in a team-oriented, culturally diverse environment.

10. Excellent interpersonal skills, sound judgment and communication skills required.

11. Demonstrated computer skills; knowledge of appropriate methods for data analysis and reporting.

12. Ability to handle multiple tasks simultaneously, set priorities, and work independently.

13. Willingness and ability to travel within Indonesia up to 30%, as needed.
