TITLE:                      Monitoring and Evaluation (M&E)/Strategic Information Advisor

LOCATION:             Arlington, VA

BAND:                       6

REPORTS TO:         Deputy Director

 

 

The Monitoring and Evaluation (M&E)/Strategic Information Advisor builds and strengthens M&E and communication and information sharing practices in a project whose goal is to improve the capacity of countries in high risk areas to respond to outbreaks of emergent zoonotic diseases that pose a serious threat to human health. 

 

Project objectives are to (1) improve the training capacity within countries and regions for skills necessary to respond to any suspected outbreaks of emergent epizoonotic diseases that pose a serious threat to human health; (2) improve the linkages among animal and health organizations in responding to outbreaks of emerging zoonotic diseases of potential public health impact; (3) improve the capacity of countries and regions to conduct investigations of suspected outbreaks of emergent epizoonotic diseases that pose a serious threat to human health; and (4) introduce technologies to improve the capability of field epidemiologists to conduct surveillance and outbreak investigations. 

 

The estimated period of performance is 5 years, depending on availability of funds. 

 

MAJOR RESPONSIBILITIES:

 

  • 1. Design, implement, and manage an M&E system that will generate timely information and feedback to project stakeholders.
  • 2. Develop the ability of key decision makers to communicate and manage information effectively and to access data and information system, policies, and products that enable quick and decisive action to help control the outbreak.
  • 3. Develop systems, forums, protocols, and policies that facilitate communications between the response team and other concerned parties.
  • 4. Capture lessons learned and best practices, documentation and dissemination of information, assisting developing presentations, abstracts, articles, etc.

 

QUALIFICATIONS:

 

  • 1. Masters degree in public health, demography, epidemiology, health administration, or equivalent.
  • 2. Minimum of 8 years experience in monitoring and evaluation of health and/or programs, including the use of data to inform decision making, communication, planning, resource allocation and other strategic initiatives.
  • 3. Experience designing strategic information and communication plans. Good working knowledge of descriptive, inferential and advanced statistics.
  • 4. Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues
  • 5. Strong skills in MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS).
  • 6. Must be able to travel domestically and internationally as required.
