POSITION:                   Knowledge Management Senior Advisor, Human Resources for Health and Quality Services

POSITION OVERVIEW

The Knowledge Management Senior Advisor is the technical focal point for leveraging the knowledge assets for greater health impact by capturing, organizing, synthesizing,  packaging and sharing best practices in Human Resources for Health (HRH) including evidence-based approaches, models and tools for planning, developing and supporting the workforce.  The Human Resources for Health and Quality Services (HRHQS) Project addresses both the number of healthcare workers needed and the quality and performance of those workers.  It builds capacity in service delivery to increase access to high quality FP/RH, HIV/AIDS, malaria, TB, MCH and other health services while at the same time strengthening the human resource systems necessary to develop, maintain and the workforce. It is expected that the project will have global and field results. The global results focus on assuming global leadership to address the HRH crisis and development of state-of-the-art approaches to strengthen the health workforce and HRH systems.  The field results will leverage the state-of-the-art approaches to strengthen HRH systems at the country level to have a positive impact on the delivery of health services.

 

This position is contingent upon MSH receiving the project award. Estimated period of performance is five years, subject to availability of funds.

 

SPECIFIC RESPONSIBILIITIES:

  • 1. Plan and implement a knowledge management strategy to identify promising practices and approaches from existing HRH programs and other sources, analyze processes used for adaptation and scale up, and efficiently disseminate information through a variety of sources, including electronic and web-based media.
  • 2. Identify and disseminate the successful HRH practices and approaches of other donors, agencies, organizations, FBOs/NGOs, USAID/PEPFAR centrally-managed and bilateral projects, and host country governments and document lessons learned on implementation of best practices.
  • 3. Build on and extend the project's Global Resource Center to disseminate HRH knowledge and information.
  • 4. Strengthen the role of existing USAID funded networks in the dissemination of HRH information and knowledge.
  • 5. In conjunction with the Senior Advisor for HRH Global Leadership, capture, synthesize, and share information that will create a compelling message to support and promote a global HRH agenda.
  • 6. Work with the Monitoring and Evaluation Director to develop and implement effective monitoring and evaluation processes and tools to validate approaches, models and tools for HRH interventions.

 

QUALIFICATIONS:

  • 1. Master's degree in organizational learning, knowledge management, international development, or related field.
  • 2. Minimum of 6 years experience in a similar knowledge management role, preferably on a USG-funded project.
  • 3. Fundamental understanding of information content and associated issues.
  • 4. Exceptional written, analytical, and oral communication and facilitation skills in English. Competency in another language a plus.
  • 5. In-depth appreciation and knowledge of IT and its utilization.
  • 6. Experience in evaluating the impact of knowledge uptake.
  • 7. Demonstrated ability to build and maintain effective working relationships with donor, project stakeholders, in-country collaborators, and staff at all levels of the organization.
  • 8. Experience in developing countries and international public health preferred
  • 9. Available for domestic and international travel.
